Local labour market areas of the Czech Republic

Abstract:

Konceptualizace denní dojížďky do zaměstnání, která představuje specifický typ prostorového chování jednotlivců, je tradičním a častým předmětem zájmu geografického výzkumu. Funkční regiony a jejich struktury, které jsou prostřednictvím vektorových dat denní dojížďky identifikovány, jsou užitečným základem pro studium procesů, prostorového chování, nebo mohou sloužit jako praktický nástroj celé řady regionálních politik a územní správy. Práce je zaměřena výrazně metodologicky a prostřednictvím prostorové analýzy a přístupů nové kvantitativní geografie a postpositivismu se zabývá vymezením funkčních regionů na území České republiky na různých hierarchických úrovních, a to na základě analýzy denní pracovní dojížďky pro rok 2011. Aplikací různých skupin metod funkční regionální taxonomie, resp. aplikací metody CURDS, metody funkční vzdálenosti a INTRAMAX byly identifikovány přirozené regionální systémy odpovídající lokálním trhům práce a následně dvěma různými přístupy byly vymezeny funkční regiony mezoúrovně. S ohledem na použité přístupy nové kvantitativní geografie byly zohledněny specifické vlastnosti prostoru, jako je jeho heterogenita, kontinuita a hierarchie. Zvolené metody funkční regionální taxonomie poskytly řadu možných regionálních systémů, které lze v rámci dané metody považovat za relevantní. Výsledné regionální systémy a specifika použitých procedur a algoritmů jsou validovány pomocí relevantních indexů. Výpočtem indexů uzavřenosti je hodnocena prostorová efektivita regionů a regionálních systémů a z hlediska prostorové neurčitosti, aplikováním fuzzy přístupů, konkrétně obecným indexem příslušnosti je hodnocena i neostrost hranic funkčních regionů, tedy prostorová diskontinuita. Důraz je kladen na identifikaci oscilačních oblastí regionálního systému České republiky. Výsledky práce podtrhují význam hierarchií a fuzzy přístupů v úlohách funkční regionální taxonomie, které kromě validace regionalizačních procedur i jejich výsledků mohou být uplatňovány při studiu vnitřní struktury systémů či prostorových diskontinuit. V závěru práce je platnost regionálních systémů a identifikovaných diskontinuit prostoru vztažena do konceptu dichotomie jádro – periferie.

Abstract:

The conceptualization of daily travel-to-work flows, which represent a specific aggregated type of spatial behaviour of individuals, is a traditional and frequent issue in geographical research. Functional regions and their structures, which are identified through vector data on commuting, are a useful basis for the study of processes and spatial behaviour. Functional regions can be used as a practical tool for a wide range of policies and territorial administrations as well. The dissertation thesis is focused significantly on methodology and through the spatial analysis and the approaches of the new quantitative geography and post-positivism it deals with the identification of functional regions in the Czech Republic at the different hierarchical levels based on the analysis of daily commuting flow for 2011. Through the application of various groups of methods of functional regional taxonomy, using the CURDS method, the functional distance approach and INTRAMAX methods, the natural regional systems of the local labour market areas were identified. Subsequently, the functional regions were defined at the meso level by two different approaches. Regarding the approaches used in the new quantitative geography, the specific traits of geographic space such as its heterogeneity, continuity and hierarchy were taken into account. Selected methods of functional regional taxonomy provided us with a number of possible regional systems that can be considered relevant within particular method. The resulting regional systems and the specifics of the procedures and algorithm behaviour are validated using relevant indices. The computation of self-containment indices assesses the spatial efficiency of regions and regional systems. Spatial uncertainty is based on fuzzy approaches, particularly on the common membership index, which can assess fuzziness in borders of functional regions, i.e. spatial discontinuity. The emphasis is placed on the identification of oscillating areas of the settlement system of the Czech Republic. The results stress the importance of hierarchies and fuzzy approaches in the tasks of functional regional taxonomy, which in addition to the validation of regionalization procedures and their results can be applied in the study of internal structure of systems or spatial discontinuities. In the concluding section of the work, the validity of regional systems and identified discontinuities of space are linked to the concept of core – periphery dichotomy.
