Constraints to Urban Housing Supply and its Implications for the Affordable Housing in Accra

Abstract:

Nedostatek dostupného bydlení pro osoby s nízkými a středními příjmy se stal vážným vývojovým problémem pro firemní komunitu, vládu a obyvatele Akkry, protože se deficit bydlení rozšiřuje. Vlády uznávají, že bydlení je základním právem, ale intervence jsou stále nedostatečné k řešení bytových potřeb nízkopříjmových skupin; proto do domů mají přístup pouze lidé s vyššími příjmovými skupinami. Nedostatek dostupného bydlení, prudce rostoucí náklady na ubytování, rozšiřování městských slumů a bezdomovectví jsou důsledky, které nastanou, když poptávka po bydlení převáží nabídku v důsledku rychlé urbanizace a nárůstu populace. Hlavním cílem této diplomové práce je analyzovat obtíže při poskytování městského bydlení v Akkře a jak to ovlivňuje jednotlivce z nižších a středních příjmových skupin, kteří hledají levné možnosti bydlení tváří v tvář rostoucí urbanizaci. Proces sběru dat přijal přístup z průzkumu od účastníci ze tří regionů (Jamestown, Dansoman a East Legon) v metropoli Accra. Kromě toho proběhly rozhovory s devíti úředníky státních úřadů a třemi zástupci podnikatelského sektoru v sektoru bydlení. Nejbohatší občané Akkry mohli nadále bydlet v lepších domech, zatímco pracovníci s nízkými a středními příjmy měli potíže se zaplacením domu kvůli vysokým tržním cenám. Kromě toho studie zjistila, že vládní a soukromý sektor bydlení se potýkají s podobnými překážkami, včetně problémů při získávání pozemků, neschopnosti získat dostatek financí, špatného zajištění infrastruktury, rostoucích nákladů na stavební materiály a chybějící komplexní politiky bydlení, která by řídila všechny Ghana by měla mít dobře koordinovanou a kompletní dlouhodobou strategii městského plánování, která je praktická a nepodléhá politickému vlivu. Podpora dostatečného, dostupného a slušného bydlení jako základního lidského práva by měla být prioritou zejména v Akkře a obecně v rámci společenské smlouvy Ghany.

Abstract:

The scarcity of affordable housing for those with low and moderate incomes has become a serious developmental issue for Accra's corporate community, government, and residents as the housing deficit widens. The governments recognize that housing is a fundamental right, but the interventions are still insufficient to address the housing needs of the low-income groups; therefore, only those with higher income brackets can access houses. The shortage of affordable housing, the soaring costs of lodging, the proliferation of urban slums, and homelessness are consequences that will occur when the housing demand outweighs the supply due to rapid urbanization and population increase. The main objective of this thesis is to analyze the difficulties in providing urban housing in Accra and how it affects individuals from the lower and moderate income brackets who seek inexpensive housing options in the face of increasing urbanization. The data collection process adopted a survey approach from participants from three regions (Jamestown, Dansoman and East Legon) in the Accra metropolis. Besides that, interviews were held with nine officials from the governmental agencies and three business sector representatives in the housing sector. Accra’s wealthiest citizens could continue to live in better houses, while low- and medium-income workers had difficulties paying for a house because of the high market prices. In addition, the study found that the government and private housing sectors experienced similar impediments, including land acquisition challenges, inability to access enough finances, poor infrastructure provision, increasing costs of construction materials, and lack of a comprehensive housing policy that would guide all the different housing stakeholders. Ghana should have a well-coordinated and complete long-term urban planning strategy that is practical and free from political influence. Promoting sufficient, affordable, and decent housing as a fundamental human right should be a priority in Accra in particular and Ghana's social contract in general.
