Assessment of the Management of a Selected School Contributory Organization

Abstract:

Diplomová práce se zaměřuje na způsob financování školské příspěvkové organizace a nastavení kontrolních mechanismů při hospodaření s veřejnými prostředky. Cílem je analýza finančního hospodaření vybrané příspěvkové organizace a identifikace hlavních vlivů na současný stav. Po rozboru rozpočtových zdrojů a systému vnitřní kontroly následuje analýza trendu a struktury zdrojů financování, nakládání s peněžními fondy a hospodaření s krátkodobým finančním majetkem. Je zvážena možnost posílení finanční soběstačnosti organizace zapojením doplňkové činnosti. Bylo potvrzeno, že rozpočet školy je plněn z více zdrojů. Výsledky analýz ukazují na výrazně převažující zdroj v podobě dotace na přímé výdaje na vzdělávání z rozpočtu Ministerstva školství, mládeže a tělovýchovy, který doplňuje provozní příspěvek zřizovatele. Optimální výši disponibilních prostředků k financování investičních výdajů a nenadálých situací vykazují fond investic a rezervní fond. Nehospodárnost byla zjištěna u fondu odměn a fondu kulturních a sociálních potřeb, které dlouhodobě vykazují příliš vysoké zůstatky a byl navržen postup k jejich čerpání. V nastavení kontrolních mechanismů byly shledány nedostatky v aplikaci předběžných schvalovacích postupů a byl navržen kontrolní mechanismus v podobě schvalování individuálních a limitovaných příslibů.

Abstract:

The diploma thesis focuses on the method of financing of the school contributory organization and the setting of control mechanisms in the management of public funds. The aim is to analyze the financial management of a selected contributory organization and to identify the main influences on the current situation. The analysis of budgetary resources and the internal control system is followed by an analysis of the trend and structure of funding sources, cash management and management of short-term financial assets. The possibility of strengthening the financial self-sufficiency of the organisation by engaging in complementary activities is considered. It has been confirmed that the school budget is met from several sources. The results of the analyses show a significantly predominant source in the form of a subsidy for direct educational expenditure from the budget of the Ministry of Education, Youth and Sports, which complements the operating contribution of the founder. The optimal level of available resources to finance capital expenditure and contingencies is shown by the investment fund and the reserve fund. Wastefulness has been identified in the remuneration fund and the cultural and social needs fund, which have long-standing excessively high balances, and a procedure has been proposed to draw them down. In the set-up of control mechanisms, weaknesses were found in the application of prior approval procedures and a control mechanism was proposed in the form of approval of individual and limited commitments.
