Abstract:

Cílem bakalářské práce je zjistit rozdíly v působení sledovaných euroregionů, Euregia Egrensis a Euroregionu Elbe/Labe, se zaměřením na analýzu rozdílů ve finanční alokaci projektů schválených v programovacích obdobích 2004-2006 a 2007-2013 regionální politiky Evropské unie v rámci Dispozičního fondu a Fondu malých projektů, jejichž správci euroregiony jsou a jejichž administraci oba vykonávají. V první kapitole práce je provedena socioekonomická analýza českých částí sledovaných euroregionů. Další kapitola teoreticky vymezuje přeshraniční spolupráci a euroregiony, poté se zaměřuje na institucionální hodnocení činnosti Euregia Egrensis a Euroregionu Elbe/Labe. V poslední části jsou popsány programy regionální politiky Evropské unie týkající se podpory přeshraniční spolupráce v pohraničí česko-bavorském a česko-saském v obou programovacích obdobích. Dále je provedeno hodnocení finanční alokace projektů, které byly schváleny v rámci Dispozičního fondu a Fondu malých projektů v české části Euregia Egrensis a v rámci Fondu malých projektů v české části Euroregionu Elbe/Labe.

Abstract:

The aim of the Bachelor thesis is to discover differences in activity of observed Euroregions, Euregio Egrensis and Euroregion Elbe/Labe, with focus on analysis of differences in financial allocation of projects approved in programming periods 2004-2006 and 2007-2013 of EU regional policy within the Disposal Fund and the Small Projects Fund, of which Euroregions are managers and of which administration both perform. In the first chapter of the thesis there is made the socioeconomic analysis of observed Czech parts of Euroregions. Next chapter theoretically defines cross-border cooperation and Euroregions. Then there is focused on institutional assessment of the activity of Euregio Egrensis and Euroregion Elbe/Labe. The last part decribes programmes of the EU regional policy related to the support of cross-border cooperation in the Czech-Bavarian borderland and in the Czech-Saxon borderland in both programming periods. Then there is conducted the assessment of the financial allocation of projects, which are approved within the Disposal Fund and the Small Projects Fund in the Czech part of Euregio Egrensis and within the Small Projets Fund in the Czech part of Euroregion Elbe/Labe.
