Abstract:

Diplomová práce popisuje problematiku spisové a archivní služby na území České republiky. Členění práce je provedeno tak, aby čtenář postupnými kroky získával povědomí o všech oblastech dané problematiky a to jak teoretické, legislativní i praktické. První oddílem je úvod do problematiky a to prostřednictvím výkladu klíčových pojmů a historických souvislostí, se kterými se čtenář nejčastěji setká a to, jak v této práci, tak i v praxi spisové a archivní služby. Druhým oddílem je seznámení s legislativními podmínkami, nařízeními, vyhláškami a zákony pojednávajícími o daném tématu, které jsou na území České republiky pro původce spisové a archivní služby stěžejní. Třetím oddílem je popis možných řešení spisové služby pro původce, jak veřejnoprávní tak i soukromoprávní. Popis je proveden praktickou formou na dvou konkrétních případech a to na příkladu úřadu státní správy a příkladu finančního ústavu. Čtvrtý oddíl je věnován SWOT analýze, která hodnotí postupy původců ve spisové službě, prostřednictvím silných x slabých stránek a příležitostí x hrozeb, vyplývajících ze způsobů vedení spisové služby. Pátý oddíl pojednává o prostupu digitalizace do tohoto oboru a postupném přechodu k elektronickým systémům vedoucím spisovou službu přehledným a efektivním způsobem. Elektronické systémy ve spisové službě jsou představeny v tomto oddílu na konkrétním případu, kde je popsáno fungování a práce s jedním ze mnoha zástupců skupiny elektronických systémů nabízených na českém trhu.

Abstract:

The graduation theses describes problems of the record management and the archivation services in the Czech Republic. The paper is organized so that the reader gradually acquires awareness in all areas of the given issue, namely in the theoretical, legislative, and practical area. The first division deals with the introduction to the issue, interpretation of the key terms and explanation of the pivotal conceptions and historical connections, which the reader will meet most often not only in this thesis but also in practice in the record management and archivation field. The second division is the acquaintance with the legislative conditions, orders, public notices and laws, which are pivotal for the record management and the archivation services in the Czech Republic. The third division deals with the description of possible solutions of the record management for both the statutory and the civil author. The description is demonstrated on two concrete practical examples; the state administration and the banking institution. The fourth division is concerned with the SWOT analysis, which evaluates the procedures of the authors in the record management and archivation, especially the strong and the weak sides, occasions and menaces resulting from the systematic archivation. The fifth division is engaged in the issue of digitizing and progressive transition of this field to the electronic systems, which would administrate the archivation in a well-organized and effective way. Electronic systems in the record management and archivation services are introduced in this section on a concrete example, where I have described work with one of the many electronic systems offered on the Czech market.
