Early warning indicators of financial crises for EU countries

Abstract:

Práce představuje souhrnný předstihový indikátor finančních krizí aplikovaný na datech 26 zemí Evropské unie v období mezi lety 1970-2010. K sestavení indikátoru bylo použito 23 ukazatelů, zvolených na základě předchozího výzkumu. Relevantnost představeného indexu, zejména v kontextu euro-americké finanční krize z let 2008-2009, je v práci prokázána jak grafickou, tak ekonometrickou analýzou pomocí panelové logistické regrese. Výstupy prokázaly, že s rostoucí hodnotou kompozitního indexu roste pravděpodobnost výskytu finanční krize. Nárůst hodnoty indexu o jednotku, indikuje zvýšení pravděpodobnosti výskytu krize o 5-6 %. U vybraných zemí jsou v práci uvedeny konkrétní pravděpodobnosti pro určité hodnoty předstihového indikátoru. I přes veškeré své limitace z analýzy vyplývá užitečnost kompozitního indexu v kontextu tvorby hospodářské politiky.

Abstract:

This paper represents an early warning indicator of financial crises applied to the data of 26 countries of the European Union between 1970 and 2010. Based on the previous research, 23 indicators were selected to build up the indicator. The relevance of the presented index, especially in the context of the Euro-American financial crisis of 2008-2009, is demonstrated in both graphical and econometric analysis using panel logistic regression. Outputs have shown that the rising value of the composite index indicates the growing probability of financial crises. An increase in the index value per unit indicates an increase in the likelihood of a crisis by 5-6 %. For selected countries, specific probabilities for certain values of the early warning indicator are given in the paper. In spite of all its limitations, the usefulness of the composite index in the context of economic policymaking is proven by the analysis.
