Performance evaluation of employees at the municipal council Brno

Abstract:

Předmětem bakalářské práce „Hodnocení výkonnosti na Magistrátu města Brna” je zhodnotit fungování vybraného nástroje New Public Management – hodnocení zaměstnance dle jeho výkonnosti a vlastní iniciativy v podmínkách Magistrátu města Brna. V úvodu práce bude popsán význam a nástroje New Public Managementu s důrazem na problematiku hodnocení výkonnosti zaměstnanců samosprávy. Následující teoretická část bude charakterizovat Magistrát města Brna a dopady provedených změn na tento úřad, zejména pak na jednotlivé zaměstnance. Praktická část bude provedena formou dotazníkového průzkumu z řad zaměstnanců brněnského magistrátu. Na základě výsledků z těchto dotazníků pak bude možné zhodnotit fungování změn v rámci koncepce New Public Management a navrhnout případná opatření vedoucí k nápravě.

Abstract:

The bachelor thesis „Performance evaluation at Brno municipal government“ focuses on the evaluation of the chosen tool of New Public Management – employee evaluation according to their performance and their own initiative in the environment of Brno municipal government. In the introduction of the thesis the importance of the tool of New Public Management will be described with the emphasis on the issue of employee evaluation in the local administration. In the theoretical part there will be a characterization of Brno municipal government and the impact of the changes on the institution in question and on the individual employees in particular. The practical part will be dealt with through a questionnaire for the employees at Brno municipal government. On the basis of the questionnaire outcomes it will be possible to evaluate the efficiency of the changes in the framework of the concept New Public Management and then suggest a possible remedy.
