Russian-Chinese relations in the field of security and cooperation in the Asia-Pacific region - the role of the Shanghai Cooperation Organization

Abstract:

Bakalářská práce se věnuje rusko-čínským vztahům v rámci Šanghajské organizace pro spolupráci (ŠOS) se zaměřením na bezpečnostní a vojenskou spolupráci v asijsko-pacifické oblasti. Cílem této bakalářské práce je určení role ŠOS a jejího významu pro vztahy Ruska a Číny, a to především pro jejich bezpečnostní a vojenskou kooperaci v asijsko-pacifickém regionu. Výzkumné otázky, kterými se proto budu zabývat, jsou: „Jakou roli hraje a jak přispívá ŠOS ve vzájemné spolupráci Ruska a Číny v bezpečnostní oblasti v asijsko-pacifickém regionu? Lze konstatovat, že ŠOS již překročila hranice své působnosti jako regionální mezivládní organizace ve Střední Asii?“ V úvodu své práce představím ŠOS, přičemž výchozím předpokladem bude její postavení jako regionální mezivládní organizace. Následně v práci porovnám hlavní cíle ruské a čínské bezpečnostní politiky v mezinárodním prostředí a pokusím se vytyčit společné body, které by mohly vysvětlovat jejich spolupráci v asijsko-pacifické oblasti. Dále se pokusím vzít v úvahu i další možné významné faktory, které mohly tuto spolupráci ovlivnit. V poslední části se pokusím nastínit odpověď na otázky, jakou roli hraje ŠOS v této spolupráci a zda se tedy již posunula za hranici svého regionálního působení.

Abstract:

The bachelor thesis deals with the issue of the Chinese-Russian relations in the framework of the Shanghai Cooperation Organisation (SCO) with a focus on security and military cooperation in the Asia-Pacific region. The main goal of the thesis is to define a role and a meaning of the SCO for the Chinese-Russian relations and especially for their security and military cooperation in the Asia-Pacific region. Research questions are: „What kind of role does the SCO play in the cooperation between China and Russian in security and military policy in the Asia-Pacific region? Is it possible to claim that the SCO has already broadened its scope as a regional intergovernmental organisation in central Asia?” Introduction of the thesis introduces the SCO as a regional intergovernmental organisation. Thereafter the thesis compares main goals of the Russian and Chinese foreign security policy in the international environment. Then the thesis takes into consideration other important issues that could have possibly influenced their cooperation. In conclusion I will try to answer the research questions about the role of the SCO in the Chinese-Russian cooperation and if the SCO’s scope has already expanded beyond its lines.
