Abstract:

Předmětem diplomové práce „Obce v pozici příjemců dotací ze strukturálních fondů“ je zjistit jaká je současná situace malých obcí v pozici příjemců dotací na investiční projekty. První část je zaměřena na problematiku malých obcí i z hlediska financování obecních rozpočtů a možné formy meziobecní spolupráce, díky kterým se malé obce mohou spojovat při zajišťování rozvojových aktivit v samostatné působnosti. V druhé části je charakterizována absorpční kapacita obcí a její jednotlivé položky. Je zkoumána vždy nejprve z pohledu malých obcí, po té svazků obcí. Ve třetí části je popis typů dotací a procesu obecného poskytování dotací. Dále jsou zde analyzovány dotační programy přístupné pro malé obce na investiční projekty v oblasti podpory vodohospodářské infrastruktury. V poslední části práce jsou pak zkoumány problémové oblasti při žádání dotace a realizování dotovaného projektu malých obcí a svazků obcí a výhody meziobecní spolupráce v tomto procesu. Na závěr je současná situace malých obcí v pozici příjemců dotací shrnuta a je zde poskytnuto několik návrhů na její zlepšení.

Abstract:

The aim of this thesis called "Municipalities in the position of structural funds subsidy receivers" is to determine the current situation of municipalities in the position of investment project subsidy receivers. The first part is foused on studying small municipalities in terms of financing municipal budgets and possible forms of cooperation between municipalities that allow small municipalities to act united in providing development activities in autonomous authorities. In the second part, the absorption capacity of municipalities and its particular components are described. In the third part, there is the a description of different types of subsidies and a description of a general procedure of subsidising, Futhermore, subsidy programs concerning investment projects supporting water management infrastrucutre, availiable to small municipalities, are described here. In the final part, these items are analysed: the problematic parts of the process of applying for a subsidy and the execution of the subsidized project done by unions of municipalities and advantages of inter-municipal coooperation in this process. Finally, a conclusion of the current situation of small municipalities in the positions of subsidy receivers is made and several proposals of its improvement are made.
