Effect of Legislative Changes on Mortgage Banking in the Czech Republic

Abstract:

Předmětem této diplomové práce je vyhodnocení důsledků legislativních změn a regulatorních opatření u hypotečních úvěrů. Dalším cílem této práce je predikovat vývoj velikosti hypotečního trhu v ČR pro rok 2018. První část práce se zabývá vymezením hypotečního úvěru. Další část práce se zabývá legislativní úpravou hypotečního bankovnictví, která je zaměřena na Zákon o spotřebitelském úvěru a jeho dopadem na poskytovatele, zprostředkovatele a spotřebitele. Další část práce se zabývá regulatorními opatřeními se zaměřením na jednotlivá doporučení ČNB. V následující části jsou identifikovány důvody legislativních úprav a regulatorních opatření, v další části pak jejich důsledky. Ve výsledcích práce je vyhodnocen dopad zákona o spotřebitelském úvěru a doporučení ČNB na hypoteční trh a jeho velikost. Dále je ve výsledcích práce predikována výše hypotečního trhu s využitím vybraných veličin.

Abstract:

The subject of this diploma thesis is evaluation of consequences of the legislative changes and regulatory measures in mortgage loans. Another objective of this thesis is to predict the development of the mortgage market size in the Czech Republic for the year 2018. The first part of this thesis deals with the definition of mortgage loan. The next part of the thesis deals with the legal regulation of mortgage banking, which is focused on the Consumer Credit Act and its impact on providers, intermediaries, and consumers. Another part of the thesis deals with the regulatory measures focusing on the individual recommendations of the CNB. In the next part, the reasons for legislative adjustments and regulatory measures are identified and in the following part, their consequences are discussed. In the conclusion of the thesis, the impact of the Consumer Credit Act and the CNB recommendations on the mortgage market and its size are evaluated. The conclusion of the thesis also includes predictions of the mortgage market size, using selected variables.
