Evaluation of the Czech anti-crisis measure - Project "Educate Yourself!"

Abstract:

In this thesis we are evaluating the project „Educate yourself!“, which was introduced by the Ministry of Social Affairs of Czech Republic as an anti-crisis measure helping employers and employees endangered by the economic crisis. The core idea of the project consists in offering financial aids to employers for the organization of education activities and contributing in paying the salaries of the participating employees. Based on the analysis of short-term and long-term effects of the economic crisis and of the possible interventions to contrast them, the goal of our work is to articulate the program theory of the project "Educate yourself!“ (i.e. a set of assumptions on how the program works and achieves its goals) and to empirically test the predictions it implies. According to the results of our empirical research, which is based on the feedback of participating employers and officers from the employment agencies in charge of implementing the project, we conclude that both the premises for the success of the project and the expected goals (results and short-term impacts) were fulfilled. In conclusion, we also provide an account of the weak points of the project, and we suggest some possibilities for its improvement.

Abstract:

Práca sa zaoberá hodnotením projektu Vzdělávejte se!, ktorý ako protikrízové opatrenie na pomoc zamestnávateľom a zamestnancom ohrozeným následkami ekonomickej krízy pripravilo Ministerstvo práce a sociálních věcí ČR. V rámci projektu môžu zamestnávatelia získať finančné prostriedky na vzdelávacie aktivity, ako aj prostriedky na úhradu mzdových nákladov pre zamestnancov, ktorí sa vzdelávacích kurzov zúčastňujú. Cieľom práce je na základe analýzy krátkodobých a dlhodobých následkov ekonomickej krízy a možností ich riešenia artikulovať programovú teóriu projektu Vzdělávejte se! (tj. súhrn domnienok o tom, akým spôsobom by mal projekt fungovať a dosahovať svoje ciele), a empiricky overiť jej základné prepoklady. Na základe empirického výskumu, v rámci ktorého sme oslovili participujúcich zamestnávateľov i pracovníkov úradov práce, ktorí projekt Vzdělávejte se! administrovali, konštatujeme naplnenie determinantov i očakávaných cieľov (výsledkov i krátkodobých dopadov). Zároveň však upozorňujeme na slabiny projektu, a v závere predkladáme odporúčania na jeho zlepšenie.
