Ekonomické aspekty sociálního státu na příkladech současné praxe

Abstract:

Bakalářská práce se zaměřuje na problematiku sociálního státu, kde se snaží zodpovědět, co je sociální stát, na základě jakých předpokladů vznikl a jak se sociální výdaje promítají do hospodaření státu. Práce je rozdělena do pěti kapitol, které naplňují dílčí cíle. První kapitola uvádí definici sociálního státu jak od autorů tuzemských, tak od autorů zahraničních. Charakterizovány jsou také předpoklady vzniku sociálního státu, historie sociálního státu a moderní sociální stát, tj. sociální stát 21. století. Druhá kapitola na základě typologií sociálního státu analyzuje dvě konkrétní země Velkou Británii a Německo. Tyto země jsou pak přiblíženy v oblasti systému důchodového, zdravotního, vzdělávacího a v oblasti státní sociální podpory. Třetí kapitola na grafickém znázornění zachycuje veškeré státní výdaje ČR, vynaložené na podporu sociálního státu. Jednotlivé výdaje jsou pak znázorněny v praxi. Ve čtvrté kapitole jsou na základě procentuálního podílu výdajů hrubého domácího produktu uvedeny prognózy z hlediska vybraných zemí Evropské unie. Pátá kapitola shrnuje řešenou problematiku a zároveň se snaží o přiblížení možného budoucího vývoje sociálního státu.

Abstract:

The Bachelor's thesis focuses on the issue of the welfare state. Its aim is to explain what welfare state means, on what bases it was formed and how the social spending mirrors in the state management. The thesis is further divided into five chapters which analyse sub-goals of the topic. The first chapter describes the definition of welfare state by domestic and foreign authors. The intention is to characterize preconditions of formation of the welfare state, its history, and modern welfare state of 21st century. The second chapter studies two specific countries on the basis of welfare state typology. It focuses on Great Britain and Germany. They are further discussed in areas of retirement system, health care system, education, and in the field of the state social support. The third chapter geographically examines welfare state spending of the Czech Republic. Individual expenses are further reported in practise. The fourth chapter introduces the prognosis of selected EU countries on the basis of division of expenditure on gross domestic product. The fifth chapter summarizes the issues solved while trying to approach the possible future development of the welfare state.
