The role of food banks in ensuring food security in countries in the Visegrad Four

Abstract:

Práce se zabývá fungováním potravinové pomoci skrze potravinové banky zemí Visegrádské skupiny pro období 2015 až 2020. Cílem práce bylo zjistit, zda je činnost bank sledovaná pomocí objemu poskytované pomoci a počtu příjemců této pomoci ovlivněna změnou socioekonomické úrovně ve zkoumaných státech. Teoretická část práce obsahuje informace o současných a budoucích hrozbách pro zajištění potravinové bezpečnosti, historii a současné roli potravinových bank při jejím uskutečňování. K dosažení cílů práce byl stanoven kompozitní indikátor na základě pěti socioekonomických ukazatelů získaných z databáze Eurostat. Data o objemu potravinové pomoci byla získána z nadnárodní Federace potravinových bank (FEBA). Pomocí korelační analýzy bylo zjištěno, že nejsilnější závislost mezi potravinovou pomocí, počtem příjemců a náchylností k chudobě byla v České republice. V Polsku se tato závislost nepotvrdila. Maďarská potravinová banka funguje na odlišném systému oproti ostatním státům a nemá podporu místní vlády, což znesnadňuje efektivitu potravinové pomoci. Při zkoumání činnosti potravinové banky na Slovensku se ukázalo, že tato organizace není schopna reagovat na potřebu potravinové pomoci a zvyšující se náchylnost k chudobě. Na Slovensku současně existuje více organizací poskytující potravinovou pomoc. Diskuse obsahuje srovnání činností potravinových bank, postoj vlád k problematice potravinové pomoci ve zkoumaných státech a roli Visegrádské skupiny, Evropské federace potravinových bank a Evropské unie.

Abstract:

The diploma thesis focused on the functioning of food aid through food banks of the Visegrad Group countries for the period 2015 to 2020. The aim of the thesis is to determine whether the activities of food banks monitored by the volume of aid and the number of recipients of this aid are affected by changes in socio-economic levels. The theoretical part of the thesis contains information about current and future challenges to ensure food security, history and the current role of food banks in its implementation. To achieve the objectives of the work, a composite indicator was determined based on five socio-economic indicators obtained from the Eurostat database. Data on the volume of food aid were obtained from the supranational Federation of Food Banks (FEBA). Using correlation analysis, the strongest dependence between food aid, the number of recipients, and the susceptibility to poverty were in the Czech Republic. The dependence has not also been confirmed in Poland. The Hungarian Food Bank operates on a different system from other countries and does not have the support of the local government, which makes food aid more difficult. Examining the activities of the food bank in Slovakia, within the thesis was found that this organisation is unable to respond to the need for food aid and increasing vulnerability to poverty. At the same time, there are more than one organization providing food aid in Slovakia. The discussion contains a comparison of the activities of food banks, the attitude of governments to the issue of food aid in the countries studied and the role of the Visegrad Group, the European Federation of Food Banks and the European Union.
