Failures of the Goverment to Communicate with the Public in Implementing Economic and Political Measures during the Pandemic

Abstract:

Diplomová práce se zaměřuje na selhávání komunikace vlády ČR při zavádění hospodářsko-politických opatření k mírnění ekonomických, sociálních a zdravotních dopadů pandemie Covid-19. Teoretická část práce se zaměřuje na klíčové zásady, doporučení a role krizového řízení a komunikace. Praktická část je zaměřena na organizační a komunikační selhávání v podobě časových zpoždění a formulací zaváděných opatření, nepřipravenosti státu, jeho nekoordinace s odborníky, osobnostní a komunikační selhání vybraných politiků spolu s deskriptivní, induktivní a komparativní analýzou sekundárních dat z médií očkovací komunikační kampaně vlády ČR. Na konci praktické části jsou propojeny konkrétní organizační a komunikační selhání vlády ČR s doporučení z literatury těchto oborů.

Abstract:

The diploma thesis focuses on the failure of the Czech government's communication in implementing economic policy measures to mitigate the economical, societal and medical impacts of the Covid-19 pandemic. The theoretical part of the thesis aims on the key principles, recommendations and roles of crisis management and communication. The practical part is focused on organizational and communication failures in the form of time delays and formulations of implemented measures, state unpreparedness, its non-coordination with the experts, personal and communication failures of selected politicians together with the descriptive, inductive and comparative analysis of secondary media data of the Czech government's vaccination communication campaign. At the end of the practical part, specific organizational and communication failures of the Czech government are connected with recommendations from the literature of these fields.
