Fiscal Implications of Economic Crisis (Consolidations Activities of Governments in EU Countries)

Abstract:

In the thesis we deal with the fiscal consequences of the economic crisis, the aim of this paper was to analyze the impact of the economic crisis on public finances in the EU. The main theme of our work are consolidation measures governments of selected countries of the EU, where we are based on selected EU countries assess the fiscal impact of consolidation measures of the Government of the Slovak Republic from 2009 to 2012. In the first theoretical part we stated theoretical position and the importance of fiscal policy in the national economy as an economic category and its main tools. In the second part of this thesis we addressed the development of the fiscal system of the European Union, as well as the role of public finances in the context of the development of the real economy and the needs arising from the functioning of the real economy. The issue deals with the changes that occur in the content and role of government in terms of macroeconomic stabilization in the EU and EMU. The task of the third part of the thesis is to analyze the effects of the economic crisis on EU public finances, and evaluate its impacts and measures taken to mitigate those effects within the European Union. The main objective of the fourth part of the thesis is to assess the fiscal impact of consolidation measures governments in selected EU countries because of the economic crisis, and in particular to highlight the economic impact of the consolidation efforts of the Government of the Slovak Republic during the economic crisis, the Government adopted in the wake of the economic crisis on fiscal consolidation, as well as to promote economic growth and economic recovery in the wake of the economic recession.

Abstract:

V diplomovej práci sme sa zaoberali fiškálnymi dôsledkami hospodárskej krízy, pričom cieľom v tejto časti práce bola analýza dopadov hospodárskej krízy na vývoj verejný financií v EÚ. Hlavnou témou našej práce sú konsolidačné opatrenia vlád vybraných krajín EÚ, kde sme na základe vybraných krajín EÚ zhodnotili fiškálne dôsledky konsolidačných opatrení vlády Slovenskej republiky v rokoch 2009 až 2012. V prvej teoretickej časti diplomovej práce sme uviedli teoretické postavenie a význam fiškálnej politiky v rámci národného hospodárstva ako ekonomickej kategórie a jej hlavných nástrojov. V druhej časti tejto diplomovej práce sme sa venovali dlhodobému vývoju fiškálneho systému Európskej únie, ako aj úlohy verejných financií v kontexte s vývojom reálnej ekonomiky a jej potrebami, ktoré vyplývajú z reálneho fungovania ekonomiky. Problematika sa zaoberá zmenami, ktoré nastávajú v obsahu a úlohe verejných financií v makroekonomickej stabilizácií v podmienkach EÚ a EMÚ. Úlohou tretej časti práce je analyzovať dopady hospodárskej krízy na vývoj verejných financií EÚ, a zhodnotiť jej dopady a opatrenia, ktoré boli prijaté na zmiernenie týchto dôsledkov v rámci Európskej únie. Hlavným cieľom štvrtej časti práce je zhodnotiť fiškálne dôsledky konsolidačných opatrení vlády vo vybraných krajinách EÚ v dôsledku hospodárskej krízy, a predovšetkým poukázať na ekonomické dôsledky konsolidačného úsilia vlády Slovenskej republiky v priebehu hospodárskej krízy, ktoré vláda SR prijala v dôsledku hospodárskej krízy na ozdravenie verejných financií, ako aj na podporu hospodárskeho rastu a oživenie ekonomiky v dôsledku hospodárskej recesie.
