The instruments of the credit and subsidy policy in the financing of housing in Slovakia

Abstract:

A dissertation analyses the tools of a credit and a subsidy policy when capitalizing the housing in the Slovak Republic and deals how to use these particular tools. Introduced are the products like building savings, mortgage banking and State housing development fund. The dissertation is focused on mapping the market and on qualifying how the particular tool s have been used in the recent years. The dissertation is divided in to the three main chapters. The first chapter defines the basic terms associated with the processing problems. Described is the history of the housing in the Slovak Republic. The second chapter offers the detailed analyse of the particular tools from the perspective of State in connection with a capitation grand as well as from the citizens–the possible debtor´s perspective. The third chapter compares and evaluates whether the products are really competitive. This chapter also solves the combination of the particular tools. At the end of the dissertation the knowledge from all of the chapters is summarized. The major objective of this dissertation is to create the complex view on the bank credits and on the housing subsidies in the Slovak Republic. The dissertation is focused on how important the role of the country is. Based on the results of the analyses the dissertation looks for the most useful tools for the customers.

Abstract:

Predmetom diplomovej práce je analýza a využitie nástrojov úverovej a subvenčnej politiky vo financovaní bytovej výstavby v Slovenskej republike. Predstavujeme ponuku jednotlivých produktov a to stavebné sporenie, hypotekárne bankovníctvo a štátny fond rozvoja bývania. Obsahovo je zameraná na analýzu trhu a zhodnotenie využívania nástrojov. Práca je obsahovo rozdelená do troch kapitol. Prvá kapitola vymedzuje základné pojmy súvisiace so spracovávanou problematikou. Popisnou metódou je tu spracovaná história vývoja bytovej výstavby v Slovenskej republike. Druhá kapitola ponúka podrobnú analýzu jednotlivých nástrojov z pohľadu štátu v svislosti so štátnou dotáciou, ako aj z aspektu občana - potenciálneho dlžníka. Tretia kapitola je venovaná ich porovnávaniu a zhodnoteniu, či skutočne ide o konkurenčné produkty. Rieši kombináciu produktov jednotlivých nástrojov. V závere sú zhrnuté poznatky zo všetkých kapitol. Hlavným cieľom diplomovej práce je vytvoriť komplexný pohľad na problematiku úverovania a subvencie bytovej výstavby v Slovenskej republike s dôrazom na úlohu štátu, zároveň zistiť na základe analýzy vývoja a uplatňovania jednotlivých nástrojov ich aktuálne využitie pre klienta.
