The Foster Care System in the Czech Republic

Abstract:

Abstrakt Diplomová práce se zabývá náhradní rodinnou péči v České republice. V první části věnuji pozornost formám náhradní rodinné péče, pěstounské péče a dávkám, které jsou s touto péči spojeny a na které má pěstoun nárok. Dále první část obsahuje formy vzdělání, které jsou nabízeny pěstounům v České republice a na závěr první části je uvedena role orgánů sociálně-právní ochrany dítěte a doprovázející organizace a jejich role v poskytování náhradní rodinné péče na území České republiky. Druhá část práce je věnována praktickému výzkumu, čtenář v ní nalezne polostrukturované rozhovory a dotazníky, které byly vytvořeny pro tři hlavní aktéry, jimiž jsou pěstouni, sociální pracovníci orgánu sociálně-právní ochrany dětí a doprovázející organizace které fungují v rámci systému pěstounské péče v České republice. Cílem praktické části je zjistit, jaké podněty by aktéři uvítaly, aby se jim jejich práce v rámci pěstounské péče vykonávala efektivněji. Získané výsledky jsem rozdělila pomocí SWOT analýzy pro lepší orientaci v získaných datech od respondentů. Práce je rovněž doplněna o dobrý příklad praxe pěstounské péče, do kterého jsou zainteresováni všichni tři aktéři. Na závěr jsou v práci uvedeny příklady dobré x špatné praxe pěstounské péče v České republice.

Abstract:

Abstract The Diploma Thesis deals with surrogate child care in the Czech Republic. In the first part of the Thesis I pay attention to the forms of surrogate child care, foster care, allowances related with such care, and allowances to which a foster parent is eligible. The first part of the Thesis also contains an account of the forms of education offered to foster parents in the Czech Republic and ends with the role of authorities charged with the social and legal protection of children and accompanying organizations and their role in providing surrogate child care in the Czech Republic. The second part of the Thesis is consists of practical research readers may find there semi-structured interviews and questionnaires designed for three main actors who are the foster parents, social workers at the authority charged with social and legal protection of children, and accompanying organizations operating within the foster care system in the Czech Republic. The objective of the practical part is to specify the incentives each of the actors would welcome in order for their work in foster care to be more effective. I divided the received outcome by means of a SWOT analysis for a better orientation in the data acquired from the respondents. The Thesis also includes a good practice case of foster care in which all three actors are engaged. The Thesis ends with examples of good practice and bad practice of foster care in the Czech Republic.
