Abstract:

Cílem diplomové práce Komparace implementace eHealth v České republice a na Slovensku v kontextu doporučení EU je analýza pokroku v implementaci eHealth na základě vybraných hodnotících kritérií s cílem zodpovědět následující výzkumnou otázku: Ve které z obou sledovaných zemí je stav implementace eHealth uspokojivější? Tuto otázku autorka zodpovídá na základě těchto hodnotících kritérií: Legislativní opora eHealth v obou sledovaných zemích a Existence centrální vládní koncepce eHealth a realizace celostátních veřejných investic do oblasti eHealth. V rámci obou těchto kritérií bude brán zřetel na to, zda obě sledované země reflektují doporučení EU pro oblast eHealth. Výsledkem porovnání obou sledovaných zemí by mělo zjištění, zda je v některé ze sledovaných zemí stav implementace eHealth v kontextu doporučení EU uspokojivější. V rámci metodologie jsou zmíněna doporučení EU k oblasti eHealth pro členské státy. Práce pokračuje popisem činností EU souvisejících s koordinací eHealth na úrovni EU. Následuje kapitola popisující výchozí podmínky implementace eHealth - stav eGovernmentu a výčet nejdůležitějších aktérů (spolu s jejich zájmy a strategiemi v oblasti eHealth) v obou sledovaných republikách. Poslední kapitola práce je věnována hodnocení obou zemí na základě dvou hodnotících kritérií.

Abstract:

The purchase of this master thesis - The comparison of the eHealth implementation in Czech republic and in the Slovakai in the context of the EU recommendation - is the analysis of the progress in the eHealth implementation on the basis of the selected evaulating criterions. The aim is to answer the following research question: In which of the following countries is the eHealth implementation more satisfactory? The author of this thesis would answer this question on the basis of these evaulating criterions: The legislative support of the eHealth in both of the following countries and The existence of a central government conception and realisation of central public investments in the eHealth. Within these evaulating criterions would be consider if the both of the following countries do reflect the EU recommendation in the field of eHealth. The result of the comparison should find out if there is a more satisfactory state of the eHealth implementation in some of the following countries. Within metodology, there is a mention about the EU recommendation in the field of the eHealth. The thesis is going on with the description of the EU ativities which are connected to the eHealth coordination at the EU level. The chapter describing the eHealth initial conditions follows – the state of the eGovernment and the most important actors (actors´ interests and strategies) in the both of the following countries. The last chapter of this thesis is devoted to the evaulation of the following countries on the basis of the evaulating criterions.
