Specificities of the Accession of Balkan States to the European Union

Abstract:

ANOTACE Nástupnické státy vykazovaly po rozpadu Federativní republiky Jugoslávie podobné výchozí podmínky, za kterých deklarovaly svůj zájem o vstup do EU. I když jsou podmínky pro vstup do EU jednotné a dlouhodobě neměnné, nacházejí se za více než čtvrtstoletí své existence státy bývalé Jugoslávie vůči EU v diametrálně odlišných pozicích. Cílem zamýšlené práce je prozkoumat okolnosti dosavadního vývoje vzájemných vztahů, určit podmínky a faktory, které tento vývoj ovlivnily a pokusit se předpovědět jejich budoucí vývoj. Pro účely zkoumání bude využito modelového příkladu Chorvatska, Srbska, Bosny a Hercegoviny, Severní Makedonie, Albánie a Kosova. Práce je navržena jako empirická studie, která vychází z dostupných zdrojů informací a využívá metodiky, použité k jejich zpracování. Kriticky přitom posuzuje přínosy a nedostatky výchozího teoretického rámce, aniž by se pokoušela je měnit. Přihlíží však současně k existující odborné kritice výchozího rámce a návrhům na jeho úpravu. V prakticky zaměřené části práce se vychází z analýzy dostupných informací a dat, která vzájemně komparuje a provedená zjištění sumarizuje do finálních závěrů. S jejich využitím pak posuzuje stupeň naplnění stanoveného cíle práce.

Abstract:

ANNOTATION After the breakup of the Federal Republic of Yugoslavia, the successor states had similar initial conditions under which they declared their interest in joining the EU. Even though the requirements for joining the EU are uniform and long-term unchanged, the states of the former Yugoslavia are in diametrically different positions vis-à-vis the EU after more than a quarter of a century of their existence. The intended thesis aims to examine the circumstances of the development of mutual relations so far, to determine the conditions and factors that influenced this development, and to try to predict their future development. For the purposes of research, the model example of Croatia, Serbia, Bosnia and Herzegovina, North Macedonia, Albania, and Kosovo will be used. The thesis is designed as an empirical study based on available sources of information and uses the methodology used to process them. At the same time, it critically assesses the benefits and shortcomings of the initial theoretical framework without attempting to change them. However, it also considers existing professional criticism of the initial framework and proposals for its modification. The practically focused part of the work is based on the analysis of available information and data, which compares with each other and summarizes the findings into conclusions. With their use, he then assesses the degree of fulfillment of the set goal of the work.
