The New START: chance and challenge for U.S.-Russian Relations

Abstract:

Nová dohoda START (z anglického Strategic Arms Reduction Treaty ­ Dohoda o snížení počtu strategických zbraní je nejnovější vzájemná dohoda o snižování počtu strategických jaderných zbraní, podepsána mezi Spojenými státy americkými a Ruskou federací v 8. dubna 2010 v Praze. Tato dohoda vyžaduje vyvážené snížení strategických arzenálů v USA a Rusko po sedmi letech od dohody jít do platnosti na výšce 1.550 rozmístěných strategických jaderných hlavic, 800 rozmístěných a nerozmístěných strategických raket a těžkých bombardérů, a 700 rozmístěných strategické rakety a těžkých bombardérů. Dohody nahrazuje dohodu SORT z roku 2002 a bude trvat 10 let. Prvním krokem k jednání o Nové dohodě START začal v roce 2006, ale rozhovory byly blokovány, protože Rusko a Bushova administrativa nebyly schopny najít společný postoj. The jednání byla obnovena poté, když prezident Obama nastoupil do úřadu a chce mít "reset" (přednastavení) v americko-ruské vztahy. Původně strany plánovaly o uzavření dohody před době, která dohoda START z roku 1991 skončí v prosinci 2009, ale tuto cíli splnili. Jednání pokračovala v roce 2010 a dokončit vyjednávání v Března 2010. Proces vyjednávání Nové dohody START reflektoval zájmy strany. Má také vlivy na USA-Rusko vzájemné vztahy. V této práci bych chtěl analyzovat dopady Nové dohody START na americko-ruské vztahy. Cílem analýzy je směrování k závěru, že Nová dohoda START má jak pozitivní, tak negativní vlivy na americko-Rusko vztahy. V protikladu, USA-Ruské vztahy jako celé taky ovlivní vyjednávání, uzavření Nové dohody START. Práce se skládá ze tří hlavních části: 1. část: shrne strategické nukleární odzbrojení v USA-Ruské vztahy. Časový rámec je z roku 1972, kdy SALT I dohoda byla podepsána, do roku 2002, kdy byla podepsána dohoda SORT. 2. část: bude analyzovat proces se strany připravily na Novou dohodu START. Tato část bude zdůraznit na záměry a přístupy každých stran, a taky hlavní problémy vynořily diskuse. The časový rámec je od roku 2006 do roku 2010, kdy byla podepsána a ratifikována nová dohoda START. 3. část: provede analýzu klíčových faktů nového dohody START, jeho dopady na americko-ruské vztahy, a předvídat budoucnost strategických jaderních odzbrojení mezi USA a Ruskem.

Abstract:

New START Treaty is the most recent strategic arms reduction treaty between the U.S. and Russia, which was signed on April 8, 2010, went in force on February 5, 2011. The Treaty requires a balanced reduction of strategic arsenals of the U.S. and Russia after seven years since the treaty go to force to 1,550 deployed strategic nuclear warheads, 800 deployed and non-deployed strategic launchers and heavy bombers, and 700 deployed strategic launchers and heavy bombers. The Treaty replaces the SORT treaty of 2002 and will last for 10 years. The first step to negotiation of the New START started in late 2006 but the talks were block since Russia and the Bush’s administration were not able to find a common stance. The negotiation was renewed after President Obama took office and wants to have a “reset” in the U.S.-Russia relation. Originally the sides intended to finish the treaty before the START treaty of 1991 expires in December 2009, but they failed to meet this goal. The talks continued in 2010 and finish negotiation in March 2010. The negotiation process of New START and the final treaty reflect the sides’ interests. It also has impacts to the U.S.-Russia mutual relations. In this thesis I would like to analyze the impacts of New START to the U.S.-Russia relations. The analyses aim to conclusion that the New START has both positive and negative influence to the U.S.-Russia relationship. In its turn the U.S.-Russia relationship as a whole also affects the negotiation, the conclusion and implementation of New START. The thesis consists of three main parts: Part 1: will summarize the strategic nuclear disarmament in the U.S.-Russia relations. The time frame is from 1972 when SALT I was signed to 2002, when the SORT treaty was signed. Part 2: will analyze the process the sides prepare for a START follow-on agreement. This part will stress on the intention and approach of each side, the main issues surfaced the talk. The time frame is from 2006 to 2010, when the New START was signed and ratified. Part 3: will analyze the main characters of New START, its impacts to the U.S.-Russia relations, and anticipate the future of strategic arms reduction between the U.S. and Russia.
