Abstract:

Anotace Šíření jaderných zbraní představuje pro současný svět naprosto zásadní hrozbu. Znepokojení vyvolává jak představa nárůstu počtu států, které těmito smrtícími prostředky disponují, tak i možnost, že by se jaderné zbraně dostaly do rukou nestátních subjektů. Tento text se snaží zodpovědět na některé důležité otázky vynořující se v souvislosti s jaderným potenciálem Pákistánu. První část je věnována analýze motivací, které Pákistán vedly k rozhodnutí získat a držet jaderné zbraně. Hlavním záměrem je ověřit oprávněnost předpokladu, že toto rozhodnutí vzniklo především jako odpověď na skutečné nebo domnělé hrozby ze strany Indie. Rámec pro analýzu zde tvoří teoretická koncepce proliferace jaderných zbraní, zejména přístup vycházející z realistické tradice teorie mezinárodních vztahů. Druhá část práce poodhaluje, jaká nebezpečí z pákistánských jaderných zbraní vyplývají pro region Jižní Asie, případně pro celý svět. Zkoumána jsou jak rizika na úrovni mezinárodního systému, tak i rizika ležící na nižších analytických úrovních. Závěrem je nastíněno několik možných scénářů vývoje budoucích událostí, kdy by hrozilo vážné nebezpečí, že se pákistánské jaderné zbraně stanou faktorem bezprostředně ohrožujícím životy miliónů lidí.

Abstract:

Pakistani Nuclear Weapons – Motivation and Risks: The proliferation of nuclear weapons represents an absolutely fundamental threat for the current world. The concern is caused both by the idea of a growing number of states having these deadly means at their disposal and by the possibility that the nuclear weapons could get in the hands of non-state subjects. This text tries to answer certain important questions arising in relation to the nuclear potential of Pakistan. The first part is dedicated to an analysis of the motivations which led Pakistan to the decision to gain and keep the nuclear weapons. The main intention is to verify the rightness of a precondition that this decision originated primarily as an answer to the real or fictitious threats from India. The frame for the analysis is formed by a theoretical conception of the nuclear proliferation, especially the approach arising from the realist tradition of the theory of international relations. The second part of the thesis reveals the dangers which result from the Pakistani nuclear weapons for the region of the Southern Asia or for the whole world. It investigates both the risks on the level of the international system and the risks on lower analytical levels. The conclusion presents several possible variations of the future development when there would be a serious danger that the Pakistani nuclear weapons would become a factor immediately threatening lives of millions of people.
