International harmonization and regulation of accounting

Abstract:

Cílem této práce je popsat mezinárodní harmonizaci a regulaci účetnictví a identifikovat jejich význam a výhody a nevýhody ve vztahu k národním účetním systémům. První část práce se zaměřuje na členění typů účetních systémů ve světě, současné účetní standardy a dále na historický vývoj harmonizace účetnictví. Také na spolupráci hlavních světových tvůrců účetních standardů a adopci Mezinárodních účetních standardů v Evropské unii. Druhá část práce se zabývá regulací účetnictví v České republice a překážkami harmonizačního procesu jehož výhody a nevýhody jsou také identifikovány. Poslední kapitola porovnává leasing dle Mezinárodních účetních standardů a US GAAP jako jeden z projektů konvergenčního procesu. V druhé části se kapitola se zaměřuje na porovnání účtování o leasingu nájemce podle IFRS a Českých účetních standardů na praktickém příkladu české fiktivní stavební firmy.

Abstract:

The goal of this bachelor thesis is to describe the process of accounting harmonization and regulation and to identify its significance, advantages and disadvantages in relation to international accounting practices and systems. The first part of the thesis concentrates on the classification of international accounting systems and current accounting standards, the historical development of accounting harmonization and the cooperation between main international accounting standards-setting bodies. It also describes the adoption of International Financial Reporting Standards by the European Union and summarises the advantages and disadvantages of accounting harmonization. The second part of the thesis deals with the regulation of accounting in the Czech Republic and barriers to the harmonization process. The advantages and disadvantages are also identified. The last chapter contains a comparison between International Financial Reporting Standards and US GAAP in terms of leasing as one of the projects of the convergence process. The second part of the chapter compares the lease accounting for lessees under IFRS and Czech Accounting Standards and demonstrates the differences in the practical example of a fictive Czech construction company.
