Analysis of the Czech mortgage market in the light of regulatory and fiscal measures

Abstract:

Diplomová práce se zaměřuje na vývoj hypotečního trhu od finanční krize až po současnost s důrazem na turbulentní rok 2020. V úvodní části je analyzován vývoj na trhu hypoték a nemovitostí s cílem charakterizovat nejdůležitější faktory, které tento segment ovlivňují. V následující části je rozebrána makroobezřetnostní politika ČNB, diskutovány jsou hlavní rizika trhu a nástroje centrální banky, prostřednictvím kterých jsou regulována. Třetí část práce navazuje na analýzu vývoje trhu a shrnuje hlavní opatření, která přišla v reakci na pandemii Covid-19 a měla stimulovat ochromenou ekonomiku. Hlavní poznatky z těchto kapitol jsou následně použity v empirické části, kde je za pomocí dostupných dat analyzována vzájemná statistická závislost zvolených parametrů pomocí testu kointegrace. K prokázání významu regulatorních a mimořádných opatření na hypoteční trh je závěrem použit vektorový model korekce chyb.

Abstract:

The master thesis is focused on the Czech mortgage market from the 2007-2009 financial crisis to the present with an emphasis on the turbulent year 2020. The first part analyzes the development of the mortgage and real estate market in order to characterize the major factors affecting this segment. The following section discusses the Czech National Bank’s (“CNB”) macroprudential policy, the main risks and CNB’s instruments through which they are regulated. The third part of the thesis follows the analysis of the market development and summarizes the main measures that were implemented in response to the spread of Covid-19 to stimulate a paralyzed economy. Building on this, the last chapter analyses statistical relations between selected parameters using the cointegration test. Finally, a Vector error correction model is used to estimate the significance of regulatory and government measures in the mortgage market.
