The role of security agencies in Central Europe: Mapping the transformation of the field of internal security in Czech Republic, Hungary, Poland and Slovakia

Abstract:

Disertační práce se zabývá logikou a dynamikou pole vnitřní bezpečnosti na případech postsocialistických států – České republiky, Maďarska, Polska a Slovenska. Zejména jsou zkoumány priority, funkce a strategie bezpečnostních složek ve vztahu k zajištění vnitřní bezpečnosti na ose teritorium/populace a k využívaným bezpečnostním praktikám (proaktivita/reaktivita). Výzkum je koncipován jako explorativní studie fragmentárně prozkoumaného terénu za využití kvantitativní (vícenásobné korespondenční analýzy) a kvalitativní (polostrukturované rozhovory) metody vycházející z prací Didiera Biga. Byť je možné mezi českými, maďarskými, polskými a slovenskými bezpečnostními složkami pozorovat řadu funkčních odlišností a různých strategií, překvapivě jsou jejich postoje k vnitřní bezpečnosti podobné, s jasným příklonem k individualistickému a identitárnímu pojetí vnitřní bezpečnosti. Paradoxně tak prostřednictvím liberálního (demokratického) étosu dochází k posilování a rozšiřování pole vnitřní bezpečnosti. Druhu stranou mince je ochranitelský étos přispívající k rozšiřování okruhu osob a skupin, jež jsou z poskytování vnitřní bezpečnosti vyloučeni.

Abstract:

This dissertation deals with the logic and dynamics of the field of internal security in postsocialist Central European states (Czech Republic, Hungary, Poland and Slovakia). Its main focus lies in the investigation of the development of priorities, functions and strategies of the various security agencies with regard to internal security of their respective states on the population/territory axis, and on the security practices they employ (proactive/reactive). The text is framed as an explorative study trying to map an almost uncharted field, based on data constructed with the use of both quantitative (multiple correspondence analysis) and qualitative methods (semi-structured interviews), and drawing theoretically from the work of Didier Bigo. Though there are certain functional differences and a variation in strategies used among the Czech, Slovak, Hungarian and Polish Security agencies, surprisingly their overall attitudes toward internal security are very similar, with a clear tendency toward individualistic and identity-based view of what internal security means. Paradoxically, the liberal (democratic) ethos serves as a key factor of strengthening and extension of the field of internal security. At the same time, however, based on the protective ethos, the number of persons and groups excluded from the provision of internal security is rising steadily.
