Impact of Epidemiological Measures in the Context of the COVID-19 Pandemic on major sporting events

Abstract:

Tato závěrečná práce se zabývá dopadem epidemiologických opatření COVID-19 na pořádání významných sportovních akcí. Hlavním cílem práce je analyzovat, jak se hygienická opatření implementovala v praxi s využitím třech zdrojů dat. Sjednotit dostupné informace a na jejich základě pak nabídnout možný návod na provedení VSA, které by mělo sportovním svazům ulehčit jejich pořádání v budoucnosti. Východiskem práce je definice VSA v Zákoně o podpoře sportu a její implementace v dotačních programech Ministerstva školství, mládeže a tělovýchovy a Národní sportovní agentury a přehled opatření ukládaných státními orgány a orgány ochrany veřejného zdraví ČR, především vládou ČR a ministerstvem zdravotnictví, k potlačení pandemie COVID-19, a to především těch vztahujících se k pořádání sportovních akcí, doplněný o požadavky mezinárodních sportovních federací. První kapitola shromažďuje dostupné informace v dané problematice. Druhá kapitola přináší přehled pořádání významných sportovních akcí v ČR. Třetí kapitola rekapituluje dotazníkové šetření mezi sportovními svazy v ČR. Čtvrtá kapitola představuje osobní zkušenost autorky ze Světového poháru v Karlových Varech, který se uskutečnil v době pandemie COVID-19. V závěrečné kapitole jsou navržena vodítka pro organizátory, která by jim měla usnadnit pořádání VSA v budoucnosti.

Abstract:

This final thesis deals with the impact of COVID-19 epidemiological measures on the organization of major sporting events. The main goal of this work is to analyze how hygienic measures have been implemented in practice using three data sources. Unify the available information and then offer a possible guide to the implementation of the major sporting events which should make it easier for sports associations to organize them in the future. The starting point of the work is the definition of major sporting events in the Act on the Support of Sport and its implementation in subsidy programs of the Ministry of Education, Youth and Sports and the National Sports Agency and an overview of measures imposed by state and public health authorities, especially the Czech government and Ministry of Health to suppress the COVID-19 pandemic. The first chapter gathers available information on the issue. The second chapter provides an overview of major sporting events in the Czech Republic. The third chapter summarizes the questionnaire survey among sports associations in the Czech Republic. The fourth chapter presents the personal experience of the author from the World Cup in Karlovy Vary, which took place during the COVID-19 pandemic. The final chapter proposes guidelines for organizers, which should make it easier for them to organize major sporting events in the future.
