The 1939 to 1945 Legislation on Public Administration and its Characteristics in the Pardubice Region

Abstract:

Tématem diplomové práce je právní úprava veřejné správy v letech 1939 až 1945, tedy v období Protektorátu Čechy a Morava, a její podoba na Pardubicku. Veřejná správa je hodnocena v několika rovinách. První rovinu představuje správa vykonávána německými správními orgány. Druhou rovinou tvoří tzv. autonomní orgány veřejné správy. Je rozlišeno mezi orgány ústřední veřejné správy (protektor, prezident, vláda) a správními úřady nižšího stupně. Diplomová práce je zaměřena na hodnocení právních norem, kterými byla upravena pravomoc a působnost tehdejších správních orgánů.

Abstract:

The topic of this thesis is the legislation of public administration in the years 1939-1945, the period of the Protectorate of Bohemia and Moravia, and its scheme in the Pardubice region. Public administration is evaluated on several levels. The first level is the administration by the German authorities. The second level is represented by the original so-called autonomous public authorities. A distinction between the central government (protector, president, government) and lower level administrative offices is analysed. The thesis focuses on the evaluation of legal provisions, which governed jurisdiction and competence of the then administration.
