Concept of smart regions to improve the mobility of the inhabitants (for example bikes and scooters sharing)

Abstract:

Sdílená mikromobilita je jeden z možných kroků pro rozvoj chytrých regionů. Vedle velkých měst reflektujících koncept chytrého města existují samozřejmě i malá města a obce. Tato práce zhodnocuje možnost zavedení systému sdílených kol a sdílených koloběžek v prostředí malého města Hustopeče. Teoretická část odhalila mezeru v legislativě, díky níž nejsou elektrokoloběžky doporučovaným řešením k implementaci (vedle dalších důvodů popsaných v práci). Dále byl proto analyzován pouze systém sdílení kol. Bylo identifikováno deset faktorů ovlivňující systém sdílení kol, z nichž velmi významným je rozmístění kol a stanic. Možné konfigurace byly vypočteny jako lokačně-alokační úloha (byl užit problém pokrytí množiny a problém p mediánů) a výběr optimálních z nich byl proveden v součinnosti tří metod vícekriteriální analýzy variant: vážené lineární kombinace, TOPSIS a MULTIMOORA. Jedná se tedy souhrnně o vícekriteriální rozhodování. Práce porovnává výsledné konfigurace jak systému sdílení kol se stanicemi se systémem bez stanic mezi sebou, tak s českými již existujícími systémy. Rozdíl mezi navrhovanými konfiguracemi obou typů je z hlediska prostorového pokrytí města minimální. Oba typy lze proto ve stanovených optimálních konfiguracích doporučit k implementaci.

Abstract:

Shared mobility represents one of possible direction of the Smart Region development. Large cities are reflecting the Smart City concept but smaller towns and villages exist as well. The aim of this thesis is to assess the possibility of introducing bikesharing or scootersharing into the small town Hustopeče (the South Moravian region, the Czech Republic). Theoretical part revealed that due to legislative gap (but also other reasons described in the thesis) the scootersharing cannot be recommended for implementation. Therefore, only the bikesharing was further analysed. Ten factors influencing bikesharing were identified. The very crucial one is the location of bikes and stations. Possible configurations of the bikesharing system were solved as location-allocation problem (namely set covering location problem and p-median problem). The optimal configurations were chosen using three methods of multiple attribute decision analysis (weighted linear combination, TOPSIS and MULTIMOORA). Furthermore, the thesis compares the final configurations of the station-based bikesharing with the free-floating bikesharing and with the bikesharing systems existing in Czechia as well. The differences observed in the thesis between both types of the bikesharing systems are negligible in the view of their coverage. In that vein both types in their optimal configurations can be proposed for implementation.
