Possible Solutions to the Natural Catastrophe Risk in the Czech Republic

Abstract:

Tato diplomová práce na téma "Možnosti řešení živelního katastrofického rizika v ČR" se zabývá analýzou živelního rizika na území České republiky a návrhem řešení finančních dopadů způsobených tímto rizikem. Účelem práce je na základě analýzy řešení používaných nejen ve zbytku Evropy, ale i v dalších státech světa, vytvořit vhodný model řešení živelního katastrofického rizika pro Českou republiku. Vzhledem k tomu, že Česká republika není v současné době ještě připravena řešit tento problém čistě tržní cestou, je navrhovaným řešením tvorba státní pojišťovny pojišťující v kooperaci s pojišťovnami komerčními riziko povodní, záplav, vichřic a krupobití. Tato instituce by měla být samostatná, nezávislá na státu (podobně jako je tomu u ČNB) a na jejím řízení by se měli podílet i zástupci komerčního sektoru.

Abstract:

This master thesis called "Possible Solutions to the Natural Catastrophe Risk in the Czech Republic" deals with the analysis of natural risk in the Czech Republic and the proposal of solution to financial impacts caused by this risk. The aim of the thesis is to create an appropriate model of natural catastrophe risk solution based on the analysis of solutions used not only in other European countries but also in the rest of the world. Concerning the fact that the Czech Republic is not prepared yet to use the market solution to this problem, I propose to create the state insurance company which would cooperate with comercial insurance companies on insuring the risk of floods, windstorms and hailstorms. This institution should be independent of the state power (as it is in the case of the Czech National Bank) and its top management should also involve representatives of comercial sector.
