Succes factors of integration programs of municipalities and its socially excluded localities

Abstract:

Cílem této disertační práce je zodpovězení otázky „Co a jak brání a co napomáhá úspěšnému naplňování cílů místních programů integrace obcí a jejich sociálně vyloučených lokalit?“ Práce staví na předpokladu, že sociálně vyloučené lokality a ostatní části obcí tvoří dvě entity, které jsou vzájemně dezintegrovány. Pozornost je věnována faktorům úspěšnosti integračních programů, které na lokální úrovni působí na vzájemné vztahy obcí a jejich sociálně vyloučených lokalit. Pro zodpovězení hlavní výzkumné otázky byly využity tři případové studie integračních programů ve třech různých obcích. Tyto programy byly pro výzkum vybírány záměrně. V každé obci byla provedena analýza programových dokumentů, pozorování a rozhovory s aktéry programu (pracovníky programu, politickými představiteli obce a neformálními představiteli zájmových skupin v obci). Ačkoliv měly všechny tři obce řadu shodných charakteristik, úspěšnost integračních programů i představy aktérů o ní se významně lišily. Ve dvou obcích existovaly sdílené představy jednotlivých aktérů o programech a jejich cílech. Tyto obce realizují integrační programy, které je možné považovat za úspěšné. Ve třetí obci byly představy jednotlivých aktérů výrazně diferencované. Jako nejvýznamnější faktory úspěšnosti programů integrace obcí a jejich sociálně vyloučených lokalit bylo možné na základě rozhovorů s aktéry identifikovány tyto: přístup místních samospráv k programu, roli lídra programu, loajální aktéry a roli politiků a úředníků mimo obec.

Abstract:

The aim of this PhD. Thesis is to answer the question: „What and how prevents and what helps to successful fulfillment of the aims of local integration programs of municipalities and its socially excluded localities?“ This work is based on assumption that the socially excluded localities and the other parts of villages constitute two entities that are mutually disconnected. The attention is given to factors of success of integration programs that operate on ralations between municipalities and its socially excluded localities on local level. To answer the main research question were used three case studies of integration programs in three different municipalities. This programs was deliberately chosen. In each of municipalities was carried out analysis of documents, observation and interviews with actors of program (program staff, political leaders and informal leaders of interests groups in village). Although all three municipalities have many of the same charakteristics, the success of integration program and notion of individual actors are significantly different. There are shared notion from individual actors in two municipalities. Integration programs in this two municipalities can be considered as successful. In the third municipality was the notions from individual actors significantly different. As the most important factors for success integration programs municipalities and socially excluded localities were identified these: acces of local government to program, the leader of program, loyal actors and role of policians and officials outside the municipality.
