Smart cities in Latvia. A critical Evaluation.

Abstract:

Koncept Smart Cities je v posledních dekádách velmi užívaným konceptem mnoha odborníky z oblasti teorie a praxe územního rozvoje v zemích celého světa. Tato diplomová práce se zabývá kritickým hodnocením implementace projektů souvisejících s konceptem Smart Cities a to v prostorovém kontextu Lotyšska. DP popisuje strategický rámec konceptu, tedy ukotvení konceptu v plánovacích dokumentech, možnosti financování strategií a projektů souvisejících s tímto konceptem, reálnou implementací strategií SC na úrovní národní, regionální či lokální a problémy spojenými s realizací takových projektů. DP popisuje a hodnotí identifikované rozvojové smart projekty, a to v tematických oblastech smart mobility, economy, environment, living, people a governance. Implementace strategií a zejména smart projektů je zkoumaná na národní, regionální i lokální úrovni, a to v rámci případových studií na třech vybraných městech Rigy, Jelgavy a Daugavpils. Úspěšnost implementace konceptu v Lotyšsku je zkoumána dle smart indexu i v kontextu Evropy.

Abstract:

The concept of Smart Cities has been a widely used concept in recent decades by many experts in the field of theory and practice of spatial development in countries around the world. This diploma thesis deals with a critical evaluation of the implementation of projects related to the concept in the spatial context of Latvia. It describes the strategic framework of the concept, anchoring the concept in planning documents, the possibility of financing strategies related to the SC concept, the real implementation at the national, regional or local level and problems associated with the implementation of such projects. The thesis describes the identified smart projects, in the areas of smart mobility, economy, environment, living, people and governance. The implementation of the projects is examined at the national, regional and local levels, as part of case studies in three selected cities in Riga, Jelgava and Daugavpils. The success of the implementation of the concept in Latvia is examined in the work according to the smart index and in the context of Europe.
