Comparison of strategic documents on the example of Kozomín

Abstract:

Cílem této diplomové práce je komparace strategických dokumentů v obci Kozomín se srovnatelnými obcemi a zpracování návrhu doporučení pro její rozvoj a úpravu strategického plánu obce. V úvodu práce je teoretický rámec základních pojmů souvisejících s danou problematikou. V praktické části je provedena analýza, která bude analyzovat dostupnost strategického dokumentu obce Kozomín a dalších obcí, které mají podobné charakteristické znaky (jako je počet obyvatel a jejich poloha). Analýza bude zahrnovat zkoumaní strategického plánu, jeho strukturu, potřebné náležitosti a jeho kvality dle konkrétních metodik. Tato sekce obsahuje výsledky výzkumu provedeného prostřednictvím dotazníkového šetření a strukturovaných rozhovorů. Výstupem této analýzy je identifikace nedostatků v kontrastu s doporučenou strukturou strategického plánu a metodikou kvality ve vybraných strategických dokumentech. Na základě dotazníkového průzkumu jsou analyzovány postupy vybraných obcí při tvorbě strategického plánu a stanovení cílů. Na základě rešerše bude zjišťována existence spolupráce mezi obcemi a její vliv na tvorbu strategických plánů. Na základě výsledků výzkumného šetření budou formulována doporučení návrhu úpravu strategického plánu obce.

Abstract:

he aim of this thesis is to compare strategic documents in Kozomín with comparable municipalities and to elaborate a proposal of recommendations for its development and modification of the strategic plan of the municipality. The thesis starts with a theoretical framework of basic concepts related to the issue. In the practical part, an analysis is made to analyze the availability of the strategic document of Kozomín municipality and other municipalities that have similar characteristics (such as population and their location). The analysis will include the examination of the strategic plan, its structure, necessary elements and its quality according to specific methodologies. This section contains the results of the research conducted through a questionnaire survey and structured interviews. The output of this analysis is the identification of gaps in contrast to the recommended strategic plan structure and quality methodology in the selected strategic documents. Based on the questionnaire survey, the practices of the selected municipalities in the development of the strategic plan and the setting of objectives are analysed. Based on the research, the existence of cooperation between municipalities and its influence on the development of strategic plans will be determined. Based on the results of the research survey, recommendations will be formulated for the proposal of modification of the strategic plan of the municipality.
