European Council, its history and current status

Abstract:

The Bachelor focus of Europien government as an institution of Europien Union which the birth is a result of integrity process. This institution hasn´t came begin of constituent treats. The existation hasn´t been contained in treat of Europion government anyway, as summit of Heads of states and Prime Ministers exhibit an activity at all. The first capitol focus at teoretically birth and evolution of Europian government. From 1961 untill the present. The second capitol contains the mains changes of activity and competence of Europien Union. The powers abstracted from treats. On the end of this second capitol is general look at activities and powers of the institution. We focused to some of these activities and competences, and analyzed at real examples. The last capitol including the work of Europien Government in present time, like it decides at least. We attended at Euroval in this capitol, as a tool of member countries for help to other member countries disabled of crisis. Considering to unending conflict in Ukraine we tried to compose some procedures of Europien Union to accept sanctions toward Rusiia. The December of 2014 was for Europien Government very interesting because Donald Tusk has gotten on to place as a chairman of Europien Government.

Abstract:

Bakalárska práca sa zaoberá Európskou radou ako inštitúciou Európskej únie, ktorej vznik je výsledkom integračného procesu. Táto inštitúcia nevznikla zakladajúcimi zmluvami. Napriek tomu, že nebola jej existencia zakotvená v zmluve Európska rada, ako vrcholné stretnutie hláv štátov a predsedov vlád vykazovala činnosť. V prvej kapitole je spracovaný teoretický vznik a vývoj Európskej rady. Od roku 1961 až po súčasnosť. Druha kapitola je o hlavných zmenách v činnosti a v právomociach Európskej rady. Právomoci sme vyabstrahovali zo zmlúv v závere druhej kapitoly je všeobecný pohľad na činnosti a právomoci tejto inštitúcie. Niektoré činnosti a kompetencie sme si rozobrali aj na reálnych príkladoch. Posledná kapitola je venovaná súčasným úlohám ER, spôsobu akým rozhoduje. V kapitole sme sa venovali Eurovalu ako nástroju členských krajín na pomoc členským krajinám postihnutých krízou. Vzhľadom na nekončiace sa boje na Ukrajine sme si dovolili v práci zapracovať postupy ER pri prijímaní sankcií voči Rusku. December 2014 bol pre ER veľmi významný pretože na spot predsedu ER nastúpil Donald Tusk.
