Analysis of the Czech Republic's contributions to the European Union budget in the years 2004–2021

Abstract:

Bakalářská práce analyzuje vývoj odvodů České republiky do rozpočtu Evropské unie a čistou pozici vůči unijnímu rozpočtu v letech 2004-2021. Teoretická část charakterizuje unijní rozpočet celkově – jeho základní rysy, historický vývoj a tvorbu. Dále teoretická část popisuje příjmovou stránku rozpočtu EU, tedy vlastní zdroje, kterými jsou: tradiční vlastní zdroje, zdroj založený na DPH, zdroj založený na HND a zdroj založený na nerecyklovaných plastových obalových materiálech. Je nastíněna i výdajová stránka rozpočtu a její hlavní komponenty. Praktická část analyzuje odvody České republiky a následně i příjmy z unijního rozpočtu. Na závěr je analyzována a komparována čistá pozice ČR vůči rozpočtu v jednotlivých letech sledovaného období. Výsledky práce částečně potvrzují stanovenou hypotézu, že pozice České republiky ve vztahu k odvodům do rozpočtu Evropské unie zůstává ve finančním vyjádření z dlouhodobého hlediska stejná.

Abstract:

The bachelor thesis analyzes the development of the Czech Republic's contributions to the European Union budget and the net position in relation to the EU budget in the years 2004-2021. The theoretical part characterizes the EU budget in general - its basic features, historical development and creation. Furthermore, the theoretical part describes the revenue side of the EU budget, the own resources, which are: traditional own resources, resource based on VAT, resource based on GNI and resource based on non-recycled plastic packaging materials. The expenditure side of the budget and its main components are also outlined. The practical part analyzes the levies of the Czech Republic and subsequently the revenues from the EU budget. Finally, the net position of the Czech Republic in relation to the budget in individual years of the observed period is analyzed and compared. The results of the work partially confirm the established hypothesis that the position of the Czech Republic in relation to contributions to the budget of the European Union remains the same in financial terms in the long run.
