Employment of Foreigners in the Czech Republic: Definition of Administrative Procedures for Issuing Work Permits to Foreigners and Their Specifics

Anotácia:

Práce se zaměřuje na analýzu správních postupů při zaměstnávání cizinců v České republice. Zkoumá klíčové fáze správního řízení, právní rámec a role jednotlivých aktérů, jako jsou státní orgány, zaměstnavatelé a cizinci. Součástí teoretické části je historický vývoj zaměstnávání cizinců a přehled legislativy, včetně specifických programů ekonomické migrace. Praktická část hodnotí administrativní zátěž a identifikuje nejčastější problémy, jako jsou chyby v pracovních smlouvách, nenahlášení volných pracovních míst a nedostatečné doložení podkladů. Výsledky dotazníkového šetření mezi zaměstnanci Úřadu práce ukazují na regionální rozdíly v objemu žádostí a na potřebu zlepšení koordinace mezi institucemi. Práce nabízí doporučení pro zefektivnění procesů, zahrnující digitalizaci, standardizaci postupů a lepší komunikaci mezi správními orgány a zaměstnavateli. Cílem je přispět k transparentnosti a efektivnější integraci cizinců na český pracovní trh. Závěry zdůrazňují význam modernizace správních procesů a nutnost podpory pracovníků při zvládání agendy zaměstnávání cizinců. Práce poskytuje praktické podněty pro optimalizaci systému v kontextu aktuálních potřeb trhu práce.

Abstract:

The thesis focuses on the analysis of administrative procedures in the employment of foreigners in the Czech Republic. It examines the key phases of the administrative procedure, the legal framework and the roles of individual actors such as state authorities, employers and foreigners. The theoretical part includes the historical development of the employment of foreigners and an overview of legislation, including specific economic migration programmes. The practical part assesses the administrative burden and identifies the most common problems, such as errors in employment contracts, failure to report vacancies and insufficient documentation. The results of a questionnaire survey among the staff of the Labour Office show regional differences in the volume of applications and the need to improve coordination between institutions. The paper offers recommendations for streamlining processes, including digitisation, standardisation of procedures and better communication between administrative authorities and employers. The aim is to contribute to transparency and more effective integration of foreigners into the Czech labour market. The conclusions emphasise the importance of modernising administrative processes and the need to support workers in managing the employment of foreigners. The paper provides practical suggestions for optimising the system in the context of current labour market needs.
