The foreign policy of a weak state: the case of Pakistan

Abstract:

Cílem této diplomové práce je charakterizovat zahraniční politiku slabého státu s použitím praktického případu Pákistánu. Téma tzv. slabých států se stalo důležitým po skončení Studené války, kdy právě tyto země začaly představovat hrozbu pro mezinárodní bezpečnost. První kapitola pokládá teoretické základy této práce, nejdříve definuje ideální stát a postupně se přesouvá k popisu slabého státu. Poté, co jsou stanoveny hlavní oblasti způsobující "slabost" států, druhá kapitola charakterizuje nejdůležitější faktory, které určují a ovlivňují zahraniční politiku Pákistánu. Zkoumá se mimo jiné i role jaderných zbraní a domácí politické situace při formulování externích strategií. Závěr následně zobecňuje zjištěné poznatky a předkládá vlastnosti typické pro zahraniční politiku slabých států.

Abstract:

The aim of this master's thesis is to characterize foreign policy of a weak state by utilizing a practical case of Pakistan. As the so-called weak states began to emerge after the end of Cold War, the topic gained importance because such countries started to pose a threat to the international security. The first chapter represents the theoretical foundation of this work, commencing with a definition of an ideal type of state, and then gradually moving to a description of the weak state. After laying down the areas of state weakness, the second chapter specifies the main factors that determine and impact the Pakistan's foreign policy. Among other things, a role of nuclear weapons and domestic politics in the formulation of foreign strategies are examined. The conclusion then generalizes the findings and attempts to present attributes typical for foreign policy of the weak states.
