Territorial administrative reform in the Czech Republic

Abstract:

Jako téma své bakalářské práce jsem si vybral územně správní reformu v České republice, neboť fungování a systém veřejné správy ovlivňuje život každého občana. Veřejná správa by proto měla být odrazem změn a požadavků společnosti. V této práci bude přiblížen systém veřejné správy a jeho postupné formování do dnešní podoby. Nedílnou součástí vývoje veřejné správy je územně správní reforma v České republice. Cílem této bakalářské práce je jednak přiblížit čtenáři postupné utváření sytému veřejné správy, který prodělal, zejména po pádu komunistického režimu, razantní změny, zároveň také popsat současný stav, ve kterém se veřejná správa nachází, neboť již prošla dvěma fázemi reformy. V souladu s tím se práce snaží přiblížit možná východiska, která jsou v současné době pro další reformy veřejné správy dostupná. Ta vyplývají zejména z posledních dvou kapitol, ve kterých bude popsán současný vývoj reforem a přiblížení některých z navrhovaných řešení.

Abstract:

As the topic of my bachelor thesis I chose territorial administrative reform in the Czech Republic, because the functioning and system of public administration influences lives of all citizens. Public administration should therefore reflect the changes and demands of society. In this work, the system of public administration and its gradual formation into its present form will be described. Territorial administrative reform in the Czech Republic is a very important part of the development of public administration. The goal of this bachelor thesis is to introduce the reader into the problematics of gradual formation of the system of public administration, which underwent many changes, especially after the fall of the communist regime. At the same time this thesis's goal is to describe the current state in which the public administration is set, since two phases of reform have already been performed. Accordingly, the thesis seeks to outline the possible solutions that are currently available for further public administration reforms. This is further detailed in the last two chapters, where the current development of reforms and some of the proposed solutions are described.
