Rozhodovací proces EU a nestátní aktéři

Abstract:

Inovace systémů v EU je spojena s politickými procesy, které jsou velmi složité a prostoupené konflikty soupeřících skupin. Struktura vlivu v EU při jednání s nestátními aktéry je tématem, kterému se věnuje zvýšená pozornost a o kterém se vedou debaty. Nestátní subjekty zajišťují kontrolu a monitorování nečinnosti a činnosti orgánů EU. Svým působením poskytují zpětnou vazbu a podporují implementaci pro zlepšení legislativy. Mohou také stát v popředí při řešení politik založených na poptávce. Tato práce analyzuje role, které hrají nestátní aktéři v rozhodovacím procesu v EU, přičemž se věnuje rozsáhlému výzkumu výzev, kterým při těchto operacích čelí. S využitím kvalitativního výzkumu práce dochází k závěru, že zvýšená globální propojenost podpořila potřebu nestátních aktérů ve správě věcí veřejných. Jejich zapojení přispívá k zastupování lidí, kontrole a odpovědnosti. Představují však výzvu v tom, že EU s nimi nikdy není ochotna spolupracovat, protože většina z nich pracuje s ohledem na své zájmy a zájmy svých skupin. Je však zapotřebí dalšího výzkumu, aby bylo možné pochopit úroveň vstupu NSA do rozhodovacích procesů v EU.

Abstract:

Innovation of systems in the EU comes with policy processes that are highly complex permeated with rival group conflicts. The structure of influence in the EU when dealing with Non-state actors is a subjected that has gained increased attention and debate. Non-state actors ensure review and monitoring of inaction and actions of the EU institutions. Through their operations, they provide feedback and support implementation for improvements in legislation. They are also allowed to be in the forefront when dealing with demand driven policies. The current thesis analyses the roles Non state actors play in decision making process in the EU, with extensive research on the challenges they face during such operations. With the use of qualitative research, the thesis concludes that increased global connectedness has fostered the need for non-state actors in governance. Their involvement contributes towards representation of the people, control and accountability. They are however challenges in that the EU is never willing to work with them because most work in regards to their interests and those of their groups. Further research is however required to understand the input level NSA decision making processes in the EU.
