Risk management at the Police of the Czech Republic

Abstract:

V rámci hlavní náplně činnosti bezpečnostního sboru Policie České republiky bylo zaznamenáno v posledním roce velmi významná změna. Globální dopady pandemické situace ve světě způsobené novým typem koronaviru Covid-19 postavilo Policii České republiky v 21. století před nové a mnohem obtížnější úkoly. Cílem diplomové práce je tak zpracovat návrh registru rizik, jež je zaměřen na současnou pandemickou situaci Covid-19, včetně návrhu adekvátních opatření. Ve své práci popisuji širší souvislosti, zabývající se hlavní náplní a charakteristikou bezpečnostního sboru. Pozornost je věnována nařízeným opatření v rámci nouzového stavu a jejich respektování a řízení se podle nich, kde hlavní úlohu v rámci kontroly řídí právě Policie České republiky ve spolupráci ostatních orgánů veřejné moci. Aby tato práce mohla vzniknout, vedla jsem rozhovory s příslušníky Policie České republiky, konkrétně tedy s příslušníky oddělení krizového řízení v rámci policejního prezidia. Na základě mnou sestavených otázek, které se týkaly současné pandemické situace Covid-19 z vlastních zkušeností a poznatků ze svého okolí jsem vedla rozhovor s kompetentními příslušníky bezpečnostního sboru, kteří mi poskytli dokonalý podklad pro další tvorbu této práce. Díky tomu jsem mohla v rámci další metody využít komparaci, kdy jsem na základě statistik v podobě grafů a tabulek, zaměřující na kriminalitu způsobenou pandemií, mohla porovnávat stavy kriminality „před a po“ pandemii a jak významné důsledky měla tato skutečnost na danou řešenou problematiku. Na základě zodpovězených otázek z rozhovoru s příslušnými experty sboru, jsem zvolila metodu Delphi jakožto prostředek pro další vývoj této práce. Díky těmto metodám jsem mohla získat potřebná data pro tvorbu návrhu registru rizik. A tímto se tedy dostávám k samotné závěrečné části práce, která obsahuje samotný návrh registru rizik, týkající se úspěšného zvládnutí současné pandemické situace způsobené novým typem viru SARS-CoV-2, jež je vytvořený na základě rozhovorů s danými příslušníky Policie České republiky.

Abstract:

Within the main scope of activities of the security corps of the Police of the Czech Republic, a very significant change was recorded in the last year. The global impact of the pandemic situation in the world caused by the new type of coronavirus Covid-19 posed new and much more difficult tasks for the Police of the Czech Republic in the 21st century. The aim of the thesis is to develop a draft risk register, which is focused on the current pandemic situation Covid-19, including a proposal for adequate measures. In my work I describe the broader context, dealing with the main content and characteristics of the security corps. Attention is paid to the ordered measures within the state of emergency and their respect and management according to them, where the main role in the control is managed by the Police of the Czech Republic in cooperation with other public authorities. In order for this work to arise, I conducted interviews with members of the Police of the Czech Republic, specifically with members of the crisis management department within the police presidium. Based on the questions I compiled, which concerned the current pandemic situation of Covid- 19 from my own experience and knowledge from my surroundings, I conducted an interview with competent members of the security forces, who provided me with a perfect basis for further creation of this work. Thanks to this, I was able to use a comparison in another method, where based on statistics in the form of graphs and tables, focusing on crime caused by the pandemic, I could compare the state of crime "before and after" the pandemic and how important this fact had on . Based on the answered questions from an interview with the relevant experts of the church, I chose the Delphi method as a means for further development of this work. Thanks to these methods, I was able to obtain the necessary data for creating a draft risk register. And this brings me to the final part of the work, which contains the draft risk register, concerning the successful management of the current pandemic situation caused by a new type of SARS-CoV-2 virus, which is created based on interviews with police officers.
