The impacts of the financing of the delegated competence on the management in the selected municipalities

Abstract:

Tato diplomová práce se zabývá financováním přenesené působnosti vybraných obcí. Jelikož tuto působnost vykonává obec pro stát, na jejím financování se stát podílí tzv. příspěvkem na výkon státní správy. Obec je navíc při výkonu přenesené působnosti příjemcem vybraných správních poplatků a sankčních plateb, proto práce tyto položky považuje za příjmy z přenesené působnosti, které by se měly podílet na jejím financování. Hlavním cílem práce je zjistit, zda příjmy z přenesené působnosti obcím stačí na krytí výdajů s tímto výkonem spojených. První část práce se zaměřuje na vysvětlení podstaty a funkce územní samosprávy a obce, po té se zabývá působností obce a financováním přenesené působnosti. Nakonec se práce zaměřuje na konkrétní obce, u kterých zjišťuje jejich příjmy a výdaje z přenesené působnosti a na základě toho určuje financování přenesené působnosti. V závěru jsou shrnuty výsledky získané u jednotlivých obcí a je provedeno závěrečné zhodnocení.

Abstract:

This diploma thesis deals with the financing of the delegated competence in the selected municipalities. Because the municipality performs this competence for the state, the state is involved in the financing of this competence by the contribution to the state administration. Due to the exercise of delegated competence the municipality is recipient of selected administrative fees and penalty payments, consequently this work considered this revenues as the revenues from the delegated competence, which should be used on the financing of delegated competence. The main objective of this work is to determine if the municipalities have the sufficient revenues from the delegated competence on the cover of the expenditure from the delegated competence. The first part of this work focuses on the explaining the substance and the function of the local government and the municipalities after the competence of the municipalities and the financing of the delegated competence. Finally the work focuses on the selected municipalities and the work determines the revenues and the expenditures from delegated competence and based on this the work determines the financing of the delegated competence. At the end is the summarization of the results from the selected municipalities and is made final evaluation.
