TIR regime and its importance for the Czech Republic after the accesion to the European Union

Abstract:

Jak naznačuje název, tato bakalářské práce pojednává o celním režimu TIR (z francouzského Transports Internationaux Routiers), jenž v současnosti představuje jeden z nejvýznamnějších a nejucelenějších celních systémů v mezinárodní silniční přepravě. V úvodních kapitolách se pátrá po příčinách vzniku režimu TIR a jeho vývoji, jádro práce však představuje rozbor jeho cílů a pilířů, stejně jako jeho působení v celní praxi. Snaha o praktičnost ostatně prostupuje celou prací. Neméně důležitou částí práce je i pojednání o významu, jaký TIR představuje pro ČR, která je vzhledem ke své geografické poloze považována za důležitou tranzitní zemi. I zde došlo k určitému vývoji, přičemž původním předpokladem bylo, že po vstupu ČR do EU, jejíž členské země tvoří jedno celní území, se tento význam podstatně zmenšil. To se nepotvrdilo a režim TIR pro české dopravce zůstává nadále důležitý. I v celosvětovém měřítku je režim TIR stále masivně využívaný a jeho význam roste spolu s novými smluvními stranami Úmluvy. V závěru práce jsou pak nabyté poznatky shrnuty a vyhodnocen možný budoucí vývoj systému TIR.

Abstract:

As the title suggests, the present thesis focuses on the TIR Customs transit regime (Transports Internationaux Routiers), which is at present one of the most important and comprehensive Customs system. As far as the structure of the thesis is concerned, in the first chapters the author tried to trace the origins of the TIR transit regime, its development and administrative structure of the TIR system. However, the core of the thesis is an extensive analysis of its objectives and principles, as well as the operation of the TIR system in practise. The practical aspect is stressed throughout the whole thesis. Last but not least, there is a chapter on the importance of the TIR regime for the Czech Republic, which is, due to its geographical location, considered to be a significant transit country. There was a hypothesis that after the accession of the Czech Republic to the European Union, which constitutes a single Customs territory, the importance must have substantially decreased. Nevertheless, it proved false and the TIR Customs regime continues to be significant for Czech hauliers. This trend is worldwide, due to new contracting parties to the TIR Convention. The conclusion of the thesis assesses the possibilities of future development of the TIR system.
