Abstract:

Cílem práce je prozkoumání změn politických strategií Spojených států s ohledem na dění v Sovětském svazu v letech 1985 až 1992. V počátcích prezidentství byl Reagan velmi razantní, chtěl bojovat proti nepřátelům svobody a Sovětský svaz označil za "říši zla". Jeho postoj byl silně antikomunistický a na počátku jeho úřadování byly americko-sovětské vztahy velmi napjaté. Reagan se nebál na Sovětský svaz uvalit ekonomické sankce a podporovat antikomunistická uskupení po celém světě. Na program vyjednávání se Sovětským svazem se mu podařilo zařadit i lidská práva. Velmi známý je Reaganem vyhlášený program tzv. hvězdných válek, který měl vytvořit obranný systém proti jaderným zbraním. Tento velmi nákladný program vyprovokoval sovětskou stranu ke stejnému kroku, jenže Sovětský svaz na tom v té době nebyl po finanční stránce tak dobře a musel se výzkumu vzdát. Reagan se během prvního funkčního období těšil velké oblibě a v prezidentských volbách v roce 1984 byl znovuzvolen s velice výrazným náskokem, získal přes pět set volitelů. V roce 1985 se do vedení Sovětského svazu dostal Michail Gorbačov, který se snažil krizi uvnitř Svazu řešit pomocí reforem, které se týkaly ekonomického i politického sektoru. Byl si vědom toho, že Svaz není tak silný, aby mohl Spojeným státům nadále konkurovat a s postupem času začal Američanům ustupovat. Pomocí reforem perestrojky a glasnosti chtěl Svaz vyvézt z krize, což se mu ale nepovedlo. Uvnitř strany docházelo ke střetům, které mu ubíraly na popularitě. Ačkoliv se George Bush, Reaganův nástupce, snažil Gorbačova podporovat, touha po samostatnosti jednotlivých republik byla silnější. Gorbačovovi tak nezbylo nic jiného, než z čela rozpadajícího se Svazu ustoupit.

Abstract:

The topic of my bachelor thesis is whether American policy strategies have changed depending on transformation of soviet domestic policy between the years 1985 to 1992. When Ronald Reagan became a president of the United States, it was the very end of détente policy. At the beginning of his presidency, he was very aggressive. He wanted to fight with the enemies of freedom and called the Soviet Union an "evil empire". His attitude was strongly anti-communist, and at the beginning of his tenure were US-Soviet relations very strained. Reagan was not afraid to impose economic sanctions against the Soviet Union and to support anti-communist groups around the world. In 1985, Mikhail Gorbachev became the leader of the Soviet Union. He was well aware that the Soviet Union was not strong enough to continue to compete with the United States and began to surrender to Americans. He was trying to solve the crisis in Soviet Union through reforms related to economic and political sector. With the use of reforms perestroika and glasnost he wanted to take the Union out of the crisis, but it failed. Inside the communist party there were clashes that caused loss of Gorbachev´s popularity. Although George Bush, Reagan's successor, tried to support Gorbachev, the desire of individual republics for independence from Soviet Union was stronger. Gorbachev could not to do anything more than leave the leadership of the Union.I have to say that the differences in the political strategies of the United States toward the Soviet are noticeable. It is the most visible when we compare the beginning and the end of the period. At the beginning the Soviet Union was considered an enemy who is unpredictable and required a tough approach. At the end, when the Soviet Union collapsed, the United States tried to prevent its collapse and did not respond when Union republics called for independence. United States also tried to engage the Soviet Union to the international affairs and helped it economically. Just a few years ago, the United States sought to defeat the enemy and suddenly it actually tried to keep him alive. Something that would nobody expected. There is also a significant role of Gorbachev in this change of American behaviour. Just during Reagan's presidency, there was a visible progress in the perception of Gorbachev as a leader. At the beginning Reagan did not trust Gorbachev and it took him three and a half years before he changed his opinion. The importance of Gorbachev for the United States increased even more during the Bush presidency, when he became absolutely indispensable.
