Social housing allowance in Czech republic

Abstract:

Základem této práce je popis vývoje příspěvku na bydlení v České republice a zjištění odlišností příspěvku v České republice a vybraných zemích EU. Rozdíly mohou sloužit jako inspirace pro tvůrce systému příspěvku na bydlení v České republice. Teoretická část práce seznamuje s obecnými důvody zavedení příspěvku, kterým je i deregulace nájemného a se zavedením a vývojem příspěvku na bydlení v České republice. V praktické části práce je provedena modelace výpočtu výše příspěvku pro průměrnou rodinu v České republice a šetření v domácnostech pobírajících příspěvek. Modelace ukazuje, že průměrná rodina ve stanoveném časovém období většinou nemá na příspěvek nárok. Následuje stanovení rozdílů mezi příspěvkem v České republice a zeměmi EU. Ukazuje se, že důležitým kritériem pro získání příspěvku jsou skutečné náklady na bydlení společně s dalšími podmínkami, které nejsou vždy v České republice použity.

Abstract:

This paper describes, how the housing allowances in the Czech Republic evolved over time and compares it with the housing allowances in selected EU countries. This comparison may inspire those, who are responsible for future development of housing allowances programme in the Czech Republic. Theoretical part of this paper describes the reasons for introducing the housing allowances, including the deregulation of the housing market, and it describes introducing and development of the housing allowances in the Czech Republic. Practical part of this paper consists of model calculation of housing allowance for average family in the Czech Republic and of the exploration in the households receiving the housing allowances. Model calculation shows, that in most cases average family is not entitled to receive housing allowances in a given time span. Following analysis of the differences between the housing allowances in the Czech Republic and other EU countries shows, that an important part of housing allowances eligibility criteria is the true cost of housing together with other rules, which are not always used in the Czech Republic.
