Comparison of social housing policy measures in selected countries

Abstract:

Cílem překládané práce bylo porovnat systémy sociálního bydlení v České republice, Velké Británii a Dánsku z hlediska jejich příslušnosti k určitému sociálnímu státu, výchozích ideologií, cílů a zaměření na konkrétní cílové skupiny, financování, regulace a způsobu poskytování. Pro účely naplnění tohoto cíle jsem v první kapitole teoretické části popsal význam a formy bydlení. V následující druhé kapitole jsem teoreticky ukotvil sociální bydlení. Zabýval jsem se historickým vývojem sociálního bydlení. Specifikoval jsem cílové skupiny, na které se sociální bydlení může zaměřovat, možné formy sociálního bydlení a uvedl jsem současné teoretické úvahy o konstrukci sociálního bydlení, která by odpovídala současným potřebám a nárokům sociálních států. V následující třetí kapitole jsem se zabýval politickými ideologiemi, které utvářely současnou podobu sociálního bydlení v zemích, které byly vybrány pro účely práce (Česká republika, Dánsko, Velká Británie). Popsal jsem tedy neoliberalismus, sociálně demokratickou ideologii a komunismus. Na závěr této kapitoly, jsem předložil typologii Esping-Andersena (1990), která závěru práce posloužila k porovnání sociálního bydlení s výchozími ideologiemi a typem sociálního státu ve vybraných zemích dle této typologie. Ve čtvrté kapitole jsem představil komparativní výzkumnou strategii a zvolenou metodu komparace pro účely předkládané práce. V následujících kapitolách jsem popsal systémy sociálního bydlení v České republice, Dánsku a Velké Británii z hlediska cílů politiky sociálního bydlení, cílové skupiny, nástrojů, způsobu poskytování, regulace a způsobu financování. V další šesté kapitole jsem provedl porovnání systémů sociálního bydlení ve zmíněných zemích. V poslední kapitole jsem prezentoval závěrečná zjištění a porovnání typu státu dle Esping-Andersena s podobou sociálního bydlení v daném státu. A dále jsem předložil doporučení pro systém sociálního bydlení v České republice.

Abstract:

The aim of the final project was to compare the social housing in the Czech Republic, Denmark and Great Britain. The type of a welfare state, ideology, objectives targeting a specific social group, funding, regulation and style of service providing were taken into account. For the purpose of fulfilling this objective, I described the meaning and type of housing in the first chapter of the thesis. The following chapter deals with a social housing in theory. I also illustrated the historical development of social housing. I specified the possible target groups, forms of social housing and current theoretical considerations about the construction of social housing which would correspond with the needs of today and demands of welfare states. In the third chapter, I dealt with the political ideology that shaped the current form of social housing in the countries of my selection (Czech Republic, Denmark and Great Britain). I portrayed the neoliberalism, social democratic ideology and communism. As the conclusion of this chapter, I described the typology according to Esping-Andersen (1990) and therefore could compare whether the form of social housing corresponds to the type of underlying ideologies and welfare state in the selected countries. The fourth chapter deals with a comparative research strategy and a method of comparison for the purposes of the final thesis. Subsequently, I specified social housing in the Czech Republic, Denmark and Great Britain in terms of the policy, objectives, target groups, tools, methods of administration, regulation and financing. In the sixth chapter, I carried out a comparison of social housing in the aforementioned countries. The last chapter is focused on the final ascertainments and comparison of the state according to Esping-Andersen with a form of social housing. I also presented a recommended system for social housing in the Czech Republic.
