Trends in the protection of soft targets

Abstract:

Práce pojednává o trendech v oblasti měkkých cílů. V teoretické práci jsou definovány základní pojmy. Cílem práce bylo zjistit aktuální trendy ochrany na vybraných měkkých cílech a na použití neletálních zbraní proti skupinám, při vybraných útocích. Mezi vybrané objekty ochrany byly vybrány nemocnice, nákupní středisko a autobusové nádraží. Na nich byla provedena analýza ohroženosti a doporučena možná opatření, která lze aplikovat, ke zvýšení odolnosti vybraných měkkých cílů. Výsledky provedené analýzy ukazují, že úroveň odolnosti vybraných objektů je nedostačující a vyžaduje přijmout dlouhodobá opatření. Do budoucna doporučuji zapracovat na bezpečnostních standardech, implementaci bezpečnostních prohlídek a posílení pracovníky bezpečnostních agentur případně vyšší spolupráce s místní a státní policií. Dále z analýz použití neletálních zbraní vůči skupinám, bylo stanoveno, že neletální zbraně sice mají místo ve výzbroji Policie a armády, nicméně, jako prevence proti teroristickým činům není moc účinná. Doporučujeme zapracovat na implementaci výcviku s těmito zbraněmi pro jednotky AČR, z důvodu kooperace s jednotkami Policie ČR při řešení krizových situací.

Abstract:

The thesis deals with trends in the field of soft targets. The basic concepts are defined in the theoretical work. The aim of the work was to find out current trends in protection on selected soft targets and the use of non-lethal weapons against groups in selected attacks. Hospitals, a shopping center and a bus station were selected among the selected objects of protection. A threat analysis was performed on them and possible measures that can be applied to increase the resilience of selected soft targets were recommended. The results of the analysis show that the level of resistance of selected objects is low and requires long-term measures. In the future, I recommend working on security standards, implementing security checks and strengthening the staff of security agencies or greater cooperation with local and state police. Furthermore, from analyzes of the use of non-lethal weapons against groups, we conclude that non-lethal weapons have a place in the armament of the Police and the army, however, as a prevention against terrorist acts is not very effective. We recommend working on the implementation of training with these weapons for ACR units, due to cooperation with units of the Czech Police in resolving crisis situations.
