Military air transport for crisis situations

Abstract:

Práce se zabývá vojenskou leteckou dopravou v jejím využitím v krizových situacích nevojenského charakteru. Cílem práce je analyzovat problematiku z hlediska legislativního, procesního a kapacitního. Teoretická část popisuje legislativní rámec a začlenění vojenské dopravy do struktury Armády České republiky (AČR), rozebírá proces nasazení sil a prostředků AČR ve prospěch integrovaného záchranného systémů a uvádí zkušenosti z použití vojenských leteckých prostředků při řešení krizových situací. Praktická část analyzuje schopnosti AČR s využitím metody DOTMLPFI. Realizovány byly polostrukturované rozhovory s odborníky zainteresovanými do procesu nasazení sil a prostředků AČR při plánování a řešení krizových situací s důrazem na vojenskou dopravu. Předloženy jsou možnosti směřující ke zefektivnění nasazování sil a prostředků ozbrojených sil České republiky ve prospěch integrovaného záchranného systému při řešení krizových situací.

Abstract:

The work focuses on military aviation and its use in non-military crisis situations. The aim of the thesis is to analyze the issue from legislative, procedural, and capacity perspectives. The theoretical part describes the legislative framework and the integration of military transport into the structure of the Army of the Czech Republic (AČR), discusses the process of deploying AČR forces and resources in support of the integrated rescue system, and presents experiences from the use of military aviation resources in handling crisis situations. The practical part analyzes the capabilities of the AČR using the DOTMLPFI method. Semi-structured interviews were conducted with experts involved in the process of deploying AČR forces and resources in planning and solving crisis situations with an emphasis on military transport. The thesis presents options aimed at making the deployment of the Czech Republic armed forces' resources and capabilities more efficient for the benefit of the integrated rescue system in solving crisis situations.
