On the electronization of sick leave registration in the context of eGovernment.

Abstract:

Diplomová práce se zaměřuje na analýzu procesu elektronizace zdravotnictví (eHealth) v jehož rámci byl pro hlubší zkoumání vybrán projekt „eNeschopenka“. Práce se skládá z teoretické a praktické části. V teoretické části práce popisuji průběh elektronizace zdravotnictví, čemuž předchází kapitola, ve které je v krátkosti popsaný vývoj veřejné správy po roce 1989 a kroky umožňující její modernizaci. Ve spojení s příchodem nových komunikačních technologií a za podpory legislativního rámce je tak postupem času umožněna elektronizace veřejné správy známá pod pojmem eGovernment. Elektronizace zároveň proniká i do resortu zdravotnictví, což je hlavní téma diplomové práce. V praktické části analyzuji a vyhodnocuji využití a efektivitu eNeschopenky během pandemie Covid- 19. Současně se zaměřuji na to, jak tento nástroj pomáhal lékařům, pacientům a zaměstnavatelům v inkriminované době pandemie, a to na základě dotazníkového šetření, díky němuž mohu relevantně zodpovědět výzkumnou otázku, jak efektivním nástrojem eNeschopenka v době pandemie Covid-19 byla. Cílem diplomové práce je osvětlit problematiku elektronizace zdravotnictví, popsat vývoj této reformy a zaměřit se na projekt eNeschopenka a vyhodnocení jeho efektivity.

Abstract:

This diploma thesis focuses on the process of digitized healthcare (eHealth), within which the eSick Leave project (project eNeschopenka) was selected for deeper investigation. It consists of a theoretical and practical part. In the theoretical part, this thesis describes the progress of digitized healthcare, which is preceded by chapter in which the development of public administration. Specific focus is on the transformation of public administration after 1989 and the steps enabling its modernization are briefly described. In connection with the arrival of new communication technologies, the digitization of public administration, known as eGovernment, has become possible over time. Digitization also extends to the healthcare sector, and one of the topics addressed in the thesis is the digitization of sick leave certificates, known as eSick Leave. In the practical part, the utilization and effectiveness of eSick Leave during the Covid-19 pandemic are analyzed and evaluated. Using a questionnaire survey, this thesis focuses on how this tool assisted doctors, patients, and employers during the challenging times of the pandemic. The survey results enables an assessment of the research question: how effective was eSick Leave as a tool during the Covid-19 pandemic? The aim of the diploma thesis is to elucidate the issues of digitized healthcare, describe the evolution of this reform, define its individual attributes, and highlight its benefits.
