Abstract:
Stát k plnění svých funkcí a úkolů potřebuje kvalitní veřejnou správu. Kvalitu zvyšuje mimo jiné reorganizací, která se dotýká logicky zaměstnanců ve veřejné správě. Stát by měl vytvářet takové zákonné garance, které by poskytovali všem zaměstnancům ve veřejné správě více méně shodnou ochranu při reorganizačních změnách.
