The Czechoslovak Secret Services in the Third World: the Case of Uruguay

Abstract:

Československá Státní bezpečnost měla zcela unikátní roli v rámci fungování komunistických rozvědek. Její činnost se orientovala na nacionalistické kruhy a nepracovala s lokálními komunisty, které měla v kompetenci KGB. Přínosem práce je analýza činnosti Státní bezpečnosti v Latinské Americe zkoumáním odtajněných spisů Archivu bezpečnostní složek, které dále vedou k četným diskuzím o odkazu československé Státní bezpečnosti v oblasti rozvědky, propagace, dezinformace nebo obchodních vztahů. Práce dále hodnotí činnost Guillerma Bernharda, uruguayského agenta Státní bezpečnosti. I přesto, že StB již dnes není aktivní, se některé pozůstalé informace stávají velmi silným politickým nástrojem. Státní bezpečnost hrála důležitou roli i při formování latinskoamerické nekomunistické levice. Jako jeden z důsledků těchto operací vznikla v roce 2017 politická kauza, očerňující některé její představitele. Autor dále za pomoci vybraných makroekonomických ukazatelů polemizuje o skutečné motivaci československé tajné služby v Uruguayi. Práce zároveň slouží jako alternativní studijní materiál a snaží se přispět k pochopení role Československa v tehdejším dynamickém vývoji mezinárodních vztahů.

Abstract:

The Czechoslovak National security had a completely unique role within the operations of the former communist intelligence. Its focus was onto national groups and did not cooperate with the local communists which was in the competence of its ally, KGB. The contribution of this diploma thesis is an analysis of the Czechoslovak National security in Latin America and its legacy in terms of intelligence, propaganda, disinformation and trade relations. The thesis also rates the activity of Guillermo Bernhard, a Uruguayan agent of National security. Some of the topics are present even today and its sources are presented as a very strong political instrument. National security also played a major role at forming the Latin American non-communist left. As a result, its operations have created in 2017 political case in Uruguay which maligned some of its former representants. With the knowledge of the chosen macroeconomic indicators, the author argues over the true motivation of the Czechoslovak secret agency. This diploma thesis also serves as an alternative source in order to understand the very complex problematics of the Czechoslovak role in the dynamic process in the international relations.
