On the road to success? The Czech Pirate Party and its political and organisational transformations

Abstract:

Dizertační práce se zaměřuje na dynamický fenomén stranické politiky posledních let – Českou pirátskou stranu a její vývoj od založení v roce 2009 do současnosti. Text vychází z Kitscheltova konceptu stran hnutí a Gerbaudova přístupu digitální strany. Pomocí mix metod přístupu analyzuje celkový rozvoj organizační struktury Pirátů v jed-notlivých obdobích a klade důraz rovněž na specifické vnitrostranické aspekty (participační mechanismy, internetové fórum, aj.), které jsou součástí stranické identity a ovlivňují její fun-gování. Pozornost je vztažena rovněž k proměně ukotvení ve společnosti a reflexi dominance online principů pro funkčnost strany. Text zachycuje deradikalizaci participačních nástrojů Pirátů užívaných k prosazování jejich cílů a posun vedoucí k akceptaci běžného institucionál-ního rámce. Navíc prokazuje jejich postupný odklon od čistě internetové roviny ve prospěch budování stabilnější organizační struktury a předvídatelnějšího fungování při zachování urči-tých vnitřních specifik (nadměrný důraz na grassroots participaci) a vnitřní demokra-cie. Dizertační práce tímto zachycuje výraznou trajektorii proměny Pirátské strany, která napomohla její politické relevanci, pro-liberální profilaci a přiblížení k hlavním politickým proudům, což jí umožnilo převzít od roku 2021 i vládní odpovědnost. Avšak znamenala faktickou nemožnost definovat Piráty jako digitální stranu a způso-bila odklon od konceptu stran hnutí po roce 2012 směrem ke klasičtěji pojaté „offline“ politické straně, která se voličsky opírá zejména o prvovoliče a lidi do 35 let věku. Piráti ukazují jasným příkladem neudržitelnosti fluidního a internetově definovaného konceptu politické strany v dlouhodobém kontextu.

Abstract:

The thesis focuses on a dynamic phenomenon of party politics in recent years - the Czech Pirate Party and its development since its foundation in 2009 to the present. The text is based on Kitschelt's concept of movement parties and Gerbaudo's digital party perspective. Using a mixed-methods approach, it analyses the overall development of the Pirates' organisational structure in each period and also emphasises specific intra-party aspects (participation mechanisms, internet forum, etc.) that are part of the par-ty's identity and influence its functioning. The attention is also paid to the transfor-mation of anchoring in society and the reflection on the dominance of online principles for the party's functionality. The text captures the deradicalization of the Pirates' par-ticipatory tools used to promote their goals and the shift towards acceptance of the conventional institutional framework. Moreover, it demonstrates their gradual move away from a purely internet-defined area in favour of building a more stable organisa-tional structure and more predictable functioning while maintaining certain internal specificities (overemphasis on grassroots participation) and internal democracy. The dissertation thus captures the distinct trajectory of the Pirate Party's transformation, which has contributed to its political relevance, pro-liberal profile and proximity to mainstream politics, allowing it to assume governmental responsibility from 2021. However, it has meant the de facto impossibility of defining the Pirates as a digital party and has caused a shift away from movement party concept the post-2012, to-wards a more classically conceived "offline" political party, which relies mainly on first-time voters and people under 35 years of age. The Pirates show a clear example of the unsustainability of a fluid and internet-defined political party concept in the long term.
