The City Housing Policy and the Development Analysis of the Housing Policy of the Statutary City of Kladno

Abstract:

Téma práce se zabývá aktuální problematikou bytové politiky v České republice s bližším zaměřením na Statutární město Kladno . V první části práce se zaměřuji na základní teorie, definice a předpoklady, které se týkají bydlení jako ekonomického statku, popisuji efekty sousedství (pozitivní a negativní), dále definuji trh s byty a jejich druhy, finanční, sociální a politické nástroje v rozhodování ve veřejné správě a financování bydlení a nástroje obce. V další části vyhodnocuji na základě dostupných zdrojů výchozí situaci měst a obcí před rokem 1989, přechod bytového fondu do vlastnictví obcí v roce 1992, definuji hlavní cíle a problémy rozvoje bytového fondu včetně jejich změn v čase. Dále analyzuji možné nástroje k naplnění cílů v bydlení a jeho budoucí vývoj, včetně vyhodnocení aktuální situace města Kladna, které již využívá konkrétní nástroje pro rozvoj svého bytového fondu v rámci rozvoje města (privatizace, deregulace a financování).

Abstract:

The topic of my thesis involves current issues of the housing policy in the Czech Republic with a closer look at the Statutory Town of Kladno. In the first part of my thesis, I focus on fundamental theories, definitions and assumptions, applicable to the housing as an economic estate, while describing neighbourhood effects (both positive and negative); I also define the apartment market and apartment types, as well as financial, social and political instruments used while making decisions on public administration and housing funding, as well as instruments used by municipalities. In the following part, based on the available resources, I assess the starting positions of towns and municipalities before the year 1989, the transfer of the housing fund to the municipal ownership in the year 1992, while defining main objectives of and issues related to the housing fund development, including their changes in time. I further analyse possible instruments for fulfilling housing objectives and future development, including assessment of the current situation in the Town of Kladno which already uses specific instruments to develop its housing fund within the existing urban development structures (privatisation, deregulation and funding).
